Additional Description/Analysis
Issue Detail: The Sacramento Police Department requests authorization to submit an application for and accept a subrecipient subaward of $3,097,000, in federal fiscal year 2022 (FFY 2022) Urban Area Security Initiative (UASI) grant funding from the California Office of Emergency Services (CalOES). CalOES, as authorized by federal grant guidance, administers the UASI Program at the state level. As grant manager, the City administers the UASI Program locally on behalf of regional

multidisciplinary and multiagency partners within the Sacramento urban area. As grant manager, the City is responsible for distributing (further) subawards derived from the initial $3,097,000 subaward to its regional partners. These regional partners are, in turn, represented by the Sacramento Urban Area Working Group (UAWG), itself composed of various local, city and county representatives.
The UASI Program is a component of the federal Homeland Security Grant Program (Federal Assistance Listing #97.067), authorized in Section 2002 of the Homeland Security Act of 2002 (Act).
The UASI Program is one of the mostly highly funded homeland security grants and allocates funding to the nation’s largest urban areas based on risk.
The purpose of the UASI Program is to support high-threat, high-density federally recognized urban areas to build, sustain, and deliver the capabilities to prevent, prepare for, protect against, and respond to threats, hazards, and acts of terrorism. The Sacramento urban area consists of Sacramento, El Dorado, Placer, and Yolo counties. Funding is available from September 1, 2022, through May 31, 2025.
The Act prescribes the methodology by which UASI allocations are calculated. As required by the Act, eligibility and allocations are determined through an analysis of relative risk of terrorism faced by the 100 most populous metropolitan statistical areas (MSAs) in the United States. For the Sacramento region, the MSA constitutes the four-county urban area. Subawards are made by state administrative agencies (SAAs) to the designated high-risk urban area subrecipients. In California, the SAA is CalOES, which passes through funding to the regional UASI subrecipients, which, in turn, provide allocations to regional stakeholders.
The UASI Program is administered locally by the Police Department through its Regional Office of Homeland Security. While the City manages the subaward for the region, ultimately, determinations regarding allocations of these funds are approved by the UAWG. The UAWG is responsible for implementing the goals and objectives of the UASI Program by reviewing and approving of proposed regional projects.
Policy Considerations: Recommendations contained in this report are consistent with City Council Resolution 2021-0198: 1) Section 11.1, which requires City Council approval to establish an operating grant of $250,000 or more; and 2) Section 11.3, which requires City Council approval when such action is a condition of funding from the grantor.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines Section

pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines Section 15378(b)(5). The activity is an organizational or administrative activity of governments that will not result in direct or indirect physical changes in the environment and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Authorizing the proposed Resolution will allow the City to continue implementing the goals and objectives of the Sacramento Regional Homeland Security Program, focusing on five areas: 1) planning; 2) training; 3) exercises; 4) regional fusion center; and 5) first responder preparedness. Specifically, under the policy guidance of the UAWG, the subaward allocation of $3,097,000 will support personnel costs, regional collaboration, equipment purchases, and training programs for the Sacramento urban area, to help prevent, prepare for, protect against, and respond to threats, hazards, and acts of terrorism.
Financial Considerations: The $3,097,000 subaward will provide funding for training, equipment, and education to regional stakeholders; as well as support the salary and benefit costs incurred by four Full-Time Equivalent (FTE) positions through May 31, 2025. If future allocations are not made available prior to May 31, 2024, the SPD will not be able to continue supporting the FTE positions funded by the subaward, and the positions will need to be eliminated.
Local Business Enterprise (LBE): Not applicable
