Description/Analysis
Issue Detail: The Sacramento City Council approved 2016 budget priorities which included an initiative to invest in the Sacramento riverfront as an economic driver for the region’s economy. In December 2016, the Mayor and City Manager requested a plan to identify targets of opportunity to enhance the riverfront as a destination that would be a strategic asset for convention, visitor, business, and workforce

attraction efforts by the City and other organizations.

To further Council’s goals, City staff has been actively seeking grant funding to implement riverfront projects and has been successful. The National Endowment for the Arts (“NEA”) has awarded the City $75,000 in Our Town Program grant funding, subject to City Council’s approval, for The Confluence Project. This project will bring a Native American themed children’s play structure to Tiscornia Park.

Staff is recommending the City Council approve acceptance of the NEA grant and approve donor agreements between the City of Sacramento and The Shingle Springs Band of MiWok Indians and Capitol Station District (also known as the River District PBID). Staff is also requesting Council’s approval for the establishment of a Capital Improvement Project for the project implementation and reporting.

Tiscornia Park is considered a community park and is owned by the City. Due to its unique location it is also within the American River Parkway and thus the park is managed by the Sacramento County Parks Department. Once funds are secured, the Office of Innovation and Economic Development will work with the City’s Youth Parks and Community Enrichment Department to oversee park construction delivery and acquire necessary regulatory approvals.

Policy Considerations: The recommendations in this report are consistent with Resolution No. 2021- 0198, Section 11.3, which requires Council approval as a condition of grant funding; and Section 11.1 (A)(2) matching funds from City Resources.

Funding for The Confluence project will further the visions, goals, and objectives of the 2035 General Plan, the 2003 Sacramento Riverfront Master Plan as approved by the cities of Sacramento and West Sacramento, the Central City Specific Plan, and the Sacramento riverfront priorities set out by the Mayor and City Council. Providing parks and recreation facilities is also consistent with the City’s Park Master Plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

Economic Impacts: Not applicable.

Environmental Considerations:

California Environmental Quality Act (CEQA): The proposed acceptance of grant funds will not have a significant effect on the environment and is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines (Title 14 Cal. Code Reg. §15000 et seq.), as it does not have the potential for causing a significant effect on the environment. The recommended action does not commit the City to the project or preclude the City from modifying the project to address environmental concerns. Appropriate environmental review, in compliance with CEQA, will be completed during the development approval process for the project.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The NEA Our Town Grant will support the implementation of 2003 Sacramento Riverfront Master Plan by allowing for creative placemaking and create a unique and family-friendly visitor attraction on the riverfront.

Financial Considerations: To support the continued transformation of the Sacramento Riverfront, staff recommends accepting the $75,000 in grant funds from the NEA, establishing the Confluence CIP Project (L19169300) along with revenue and expenditure budgets for the grant award, and increasing the revenue and expenditure budget of L19169300 by $75,000 per the donor agreement (Fund 2703).

One-time funds from FY2021/22 year-end G/MU Fund (Fund 1001/2401) surplus (Reso 2022-0198) will be used for the required matching funds for the NEA grant.

Local Business Enterprise (LBE): Not applicable.

Background
NEA - Our Town Grant
The grant will support the design and fabrication of a public art installation marking the traditional Nisenan lands at the confluence of the American and Sacramento Rivers. A collaboration of local governments, non-profits, and the Shingle Springs Band of Miwok Indians, will result in a children’s play structure designed by their Exhibits and Collections Center (ECC) team of Native artists. The design will integrate Indigenous narratives into a structure providing a unique, playful framework for social inclusion and interaction. This project will establish a model that can be expanded along the waterfront with the goal of highlighting and uniting Sacramento’s diverse cultures through play as well as building a sense of place and community pride.

The project purposefully encourages collaboration and interaction through the creation of artwork responsive to the culture of Indigenous peoples highlighting both an inclusive placemaking experience and creative dialogue around why public space matters. More than ever before in the wake of a global pandemic, we are faced with an urban environment where people are craving safe outdoor activities. Thus, for residents and visitors, this project benefits those coming to and participating in the confluence by:
· Promoting a sense of place
