Additional Description/Analysis
Issue Detail: The Broadway Corridor was identified as a location in need of infrastructure repair due to extensive emergency repairs and service requests received by City maintenance staff for the existing streetlight system. Specifically, the existing mast arm streetlights with transformer base pedestals are antiquated and no longer manufactured. This project will remove the existing transformer base streetlights and install new mast arm streetlights with light-emitting diode (LED) luminaires.
The Broadway Streetlight Replacement Project was advertised on September 28, 2022, and four bids were received. Staff recommends that the construction contract be awarded to the lowest and responsive bidder, Bear Electrical Solutions, Inc.

Policy Considerations: The action requested herein is consistent with City Code Title 3.56 and the City’s General Plan goals to improve and diversify the transportation system, enhance and preserve neighborhoods, and improve safety.
Economic Impacts: This new infrastructure is expected to create 1.53 total jobs (0.88 direct jobs and 0.65 jobs through indirect and induced activities) and create $235,495 in total economic output ($148,434 of direct output and another $87,061 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The project is categorically exempt from CEQA under Section 15301(c) and 15302 of the CEQA guidelines, as it reflects existing facilities which include interior or exterior alterations of electrical conveyances and restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment.
Sustainability: General Plan Policy U1.1.3, Sustainable Facilities and Services, directs the City to provide sustainable utility services and infrastructure in a cost-efficient manner. The project will upgrade the streetlight infrastructure which reduces energy and equipment costs and hence reduces the impact on the environment.
Commission/Committee Action: None.
Rationale for Recommendation: The project was advertised, and four bids were received on October 19, 2022. The bids are summarized below:

awarded to the low responsible and responsive bidder, Bear Electrical Solutions, Inc.
The City Council approval is necessary to move forward with awarding the construction contract.
Financial Considerations: The estimated total cost to complete the Broadway Streetlight Replacement Project is approximately $800,000. There is sufficient funding within the Major Street Light Replacement Program (T15103300) to award the construction contract for the Broadway Streetlight Replacement Project to Bear Electrical Solutions, Inc. for an amount not to exceed $381,409 and cover the remaining construction management and all other program related costs.
There are no General Funds planned or allocated for this project.
Local Business Enterprise (LBE): Bear Electrical Solutions, Inc. is an LBE.
