Additional Description/Analysis
Issue Detail: The Traffic Signal Safety Project will improve safety and connectivity for all modes of travel including motorists, bicyclists, and pedestrians by installing new traffic signals or other safety control devices, signs, and/or markings at nine key locations throughout the City:
1. 16th Street at D Street
2. Franklin Boulevard at 36th Avenue
3. Freeport Boulevard at Kitchner Road
4. Fruitridge Road at 60th Street
5. Rio Linda Boulevard at Harris Avenue
6. Stockton Boulevard at 11th Avenue
7. 24th Street at 25th Street
File ID: 2022-02052 12/13/2022 Consent Item 13.
8. Munroe Street at Latham Drive
9. Rio Linda Boulevard at Roanoke Avenue
Each of the nine proposed intersections in this project are located near important community services, transit stops, housing, and jobs where access is limited by higher volume/higher speed roadway traffic and the walking distance to the nearest signalized crossing creates a barrier for pedestrians. By providing crossings with new signalized intersections and/or other controls, the City will improve safety for the pedestrians who use these facilities and encourage new active transportation and transit trips. This project will also help the City improve the efficiency of operations and reduce vehicle miles traveled by encouraging active transportation options. Each location will be evaluated for a traffic signal or other control device as per current standards and practice and the appropriate intersection control type will be carried through final design and construction.
The City conducted a formal procurement process to retain a qualified professional engineering firm to complete preliminary engineering, final design, and construction support for the Traffic Signal Safety Project. Based on the merits of the written proposals and subsequent interviews, a panel consisting of City staff is recommending awarding the contract to the top ranked firm, Ardurra Group, Inc (Ardurra Group). The City Council approval is needed for the award of the consultant contract.
Policy Considerations: The action requested herein is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The project will help manage safe operating conditions (General Plan M 1.1.2), improve the attractiveness of walking, bicycling, and riding transit (General Plan M 1.2.1), improve pedestrian safety at intersections and crossings (General Plan M 2.1.7), and ensure traffic signal operations that considers the safe and efficient travel for all modes (General Plan M 4.4.4).
The action requested is also consistent with City Council’s adopted guidelines for transportation funding, meeting the following criteria: safety; maintaining a state of good repair; promoting reductions in vehicle-miles-traveled and greenhouse gas reductions; mobility solutions for youth; and equity.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): Under CEQA general rule 15061-B-3, CEQA applies only to projects which have the potential for causing a significant effect on the environment. Contract execution will have no effect on the environment and is therefore not subject to CEQA review. Appropriate CEQA review for the project will take place in a future phase of work.
In addition, this project is funded in part by federal funds; therefore, it will also be subject to the National Environmental Policy Act (NEPA) review during a future phase of project

development.
Sustainability: The project is consistent with sustainability goals of optimizing the transportation system, and developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and contribute towards Sacramento’s climate change goals.
Commission/Committee Action: None.
Rationale for Recommendation: The Department of Public Works advertised a request for the competitive selection of a consultant firm or team to provide design, environmental clearance, and construction support for the Traffic Signal Safety Project. Three firms responded:
· Ardurra Group
· TJKM
· W-Trans
A panel consisting of City Staff from the Department of Public Works reviewed and evaluated the consultant teams’ written proposals based on experience, qualifications, project understanding, and work plan. All three proposals were deemed qualified responders to the proposal solicitation process (shown in bold above) and were selected to interview. After the interviews, Ardurra Group, Inc. was selected by the panel as the top ranked firm.
Financial Considerations: The total estimated cost to complete preliminary engineering and the preparation of construction documents for the Traffic Signal Safety Project (T15215000) is approximately $1.2 million. There is sufficient funding in the Traffic Signal Safety Project (T15215000) to execute a Professional Services Agreement for an amount not to exceed $682,241 with Ardurra Group, Inc. and complete the preliminary engineering phase.
Local Business Enterprise (LBE): The Traffic Signal Safety Project has federal funding and requires conformance with Disadvantaged Business Enterprise (DBE) requirements. Therefore, the City’s LBE requirements are held in abeyance. The DBE goal for this project is 14%. Ardurra Group, Inc. has pledged 14%.
