Additional Description/Analysis
Issue Detail: The Pedestrian Crossing at R Street and 29th/30th Streets Project is an operational improvement that will increase the safety of pedestrians traveling to and from the 29th Street Light Rail Station. It is the City’s most requested improvement from community members with mobility impairments who desire to use the light rail station. The intersections of R Street and 29th Street and R Street and 30th Street are unsignalized and the length of the crossings can be challenging for individuals with limited mobility. Also, the proximity of these crossings to the Capital City Freeway results in a significant amount of road noise that can make it difficult for visually impaired individuals to hear oncoming traffic and judge when it is safe to cross.
The project will construct signals at both intersections to allow for a dedicated pedestrian crossing

outs to shorten crossing distances. These signals will be interconnected with the light rail system to coordinate automobile and light rail operations and minimize impacts to the traveling public. Additionally, the existing cantilevered railroad crossing signals will be replaced to allow for proper line of sight to the new signals.
As the proposed improvements will benefit both the City of Sacramento and Sacramento Regional Transit (Regional Transit), the agencies partnered to pursue federal funds for the preliminary engineering and construction phases of the project. The two agencies have agreed to share the local contribution with the award of a federal grant from the Sacramento Area Council of Governments (SACOG).
On April 27, 2022, a solicitation for professional services was advertised to competitively select a consulting firm to complete preliminary engineering, final design, and construction support for the Pedestrian Crossing at R Street and 29th/30th Streets Project. The project was advertised for three weeks. The selection panel included City staff representatives from the Department of Public Works and Regional Transit. The City received one submittal, from Mark Thomas and Company, Inc. (Mark Thomas). The panel reviewed the proposal and determined that the team is well-suited to provide the requested services and that adequate opportunities were provided to other firms. Because only one team submitted a proposal, the City prepared a Public Interest Finding to award the contract which was approved by Caltrans.
Staff recommends executing a professional services agreement for preparation of preliminary engineering, final design, and construction support with Mark Thomas in an amount not to exceed $678,574 and approving the budget adjustment necessary to fully fund the project through construction.
Policy Considerations: The action requested herein is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The project will help manage safe operating conditions (General Plan M 1.1.2), improve the attractiveness of walking, bicycling, and riding transit (General Plan M 1.2.1), and improve pedestrian safety at intersections and crossings (General Plan M 2.1.7).
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The project consists of approval of a contract for preliminary engineering and construction of pedestrian crossings at R Street and 29th and 30th Streets. The improvements include the operation, repair, maintenance, or minor alteration of existing public facilities, and will not result in expansion of existing or former use. The contract and work are exempt from CEQA review pursuant to the categorical exemption for existing facilities (CEQA Guidelines section 15301). None of the exceptions set forth in CEQA Guidelines section 15300.2 are present. Because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. CEQA Guidelines section 15061(b)(3). Review pursuant to the National Environmental Policy Act (NEPA) will be completed if required.
File ID: 2022-02125 1/10/2023 Consent Item 5.
Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings.
Commission/Committee Action: None.
Rationale for Recommendation: On April 27, 2022, the Department of Public Works advertised a Request for Proposals (RFP) for the selection of a consultant firm or team to provide design, environmental clearance, and construction support for the Pedestrian Crossing at R Street and 29th/30th Streets Project. The City received one consultant proposal in response to the RFP. The selection panel included City staff representatives from the Department of Public Works and Regional Transit. The panel reviewed, scored, and ranked the proposal in accordance with the criteria outlined in the RFP, and concurred that the team is qualified and well-suited to perform the professional services.
Based on a review of the proposal, the selection panel unanimously recommended Mark Thomas to be selected to perform these professional services.
Approval from the City Council is required to execute a Professional Services Agreement with Mark Thomas and complete the budget adjustment.
Financial Considerations: The total estimated cost to complete the Pedestrian Crossing at R Street and 29th/30th Streets Project is approximately $1.3 million. Upon approval of the transfer in the amount of $193,000 (Major Street Construction Tax- Fund 2007) from the State and Federal Grant Match Project (T15007200), there will be sufficient funds in the R Street and 29th/30th Streets Project (T15225100) to execute a Professional Services Agreement not to exceed $678,574 with Mark Thomas and cover the remaining project related costs through construction.
Local Business Enterprise (LBE): The Pedestrian Crossing at R Street and 29th/30th Streets Project has federal funding and requires conformance with Disadvantaged Business Enterprise (DBE) requirements. Therefore, the City’s LBE requirements are held in abeyance. The DBE goal for this project is 7%. Mark Thomas has pledged 14%.
