Description/Analysis
Issue Detail: Assembly Bill 149 created the Clean California Local Grant Program (“CCLGP”) of 2021 and is codified under the California Street and Highway Code section 91.41, et al. The CCLGP is one part of a nearly $1.1 billion Clean California Initiative that takes aim at the continuous generation of trash and debris that has overwhelmed the California Department of Transportation (“Caltrans”), its partners, and other local jurisdictions throughout the State of California. The CCLGP is a program designed to beautify and clean up local streets and roads, tribal lands, pathways, transit centers, and other public spaces.

The CCLGP includes funding for a variety of actions to address waste reduction in the public right of way with the following goals: reduce the amount of waste and debris within public rights-of-way, pathways, parks, transit centers, and other public spaces; enhance, rehabilitate, restore, or install measures to beautify and improve public spaces and mitigate the urban heat island effect; enhance public health, cultural connection, and community placemaking by improving public spaces for

walking and recreation; and advance equity for underserved communities.

The City of Sacramento entered into a Restricted Grant Funding agreement with the California Department of Transportation, in which the City will receive $1,122,172 for a CCLGP project referred to as the Florin Road Community Beautification Project (“Project”). All aspects of the Project must be completed by June 30, 2024.

The City of Sacramento’s Office of Arts and Culture (OAC) will distribute grant funds received from Caltrans and work with community partners on the Project. The Project is a combination public outreach campaign and beautification effort. Partners include the City’s Department of Utilities and Department of Convention & Cultural Services as well as National Academic Youth Corps Inc. dba Sojourner Truth African Heritage Museum, Florin Road Partnership, Florin Square Community Development Corporation and Luther Burbank High School.

The public outreach campaign involves high school students from Luther Burbank High School, a school within the Sacramento City Unified School District. The Project includes a paid internship program where students will adopt the area around Luther Burbank High School and come up with their own ideas for improvements. This, self-directed outreach campaign may include options such as: performing litter source assessments; conducting business outreach to offer local businesses cigarette and trash receptacles; adopting an area to routinely clean up litter; organizing clean up events; and beautifying the neighborhood with public art. Students will be led by a paid college student(s) and guided by Keep California Beautiful mentors and local business owners.

The broader community beautification stretches from the Florin Square Shopping Center (home of the Sojourner Truth African American Museum) along Florin Road and towards Highway 99. The Project will include creative placemaking such as: banners; box wraps; murals; water/sound features; interactive structures; wall poetry; landscaping; and museum signage. The works of art will provoke thought by providing an education platform for children, youth, and families to engage and read the historical content created on the art pieces.

Policy Considerations: The City of Sacramento’s Creative Edge cultural plan (Goal 5) calls for celebrating and infusing all Sacramento neighborhoods and districts with arts and culture. It calls for supporting and expanding neighborhood-based programming and creative placemaking through community and artist-initiated projects as well as artist-designed neighborhood markers.

Economic Impacts: Creative placemaking activities are a powerful tool in nurturing sustainable economies. In the ArtPlace report: How Arts and Culture Can Accelerate Environmental Progress, the authors note that art and culture can create new economic value or reveal latent economic value in something previously thought to be worthless. Murals, sculptures, performances, and design raise the value of a site and the neighborhood, which is key to economic development.

Environmental Considerations: This report concerns public outreach activities and the installation of public art that will not have a significant effect on the environment and does not constitute a “project” as defined by California Environmental Quality Act (CEQA) [CEQA Guidelines Sections 15378(b)(2 and 5)] and is therefore, not subject to CEQA [CEQA Guidelines Section 15060(c)(3)].

Sustainability: This grant is intended to reduce waste and debris in public spaces and promote greening and mitigate the urban heat island effect.

Commission/Committee Action: None.

Rationale for Recommendation: National Academic Youth Corps Inc. dba Sojourner Truth African Heritage Museum was a leading conceptual partner on the development of the Florin Road Community Beautification Project proposal to Caltrans for the Clean California program and named in the proposal as a partner. They have a long track record of performance related to activities similar to the scope of work along Florin Road and strong ties to the neighborhood.

Financial Considerations: Sufficient funds are available in the Florin Road Beautification Project (M17600500) to execute on the agreement (Other Capital Grants, Fund 3704).

Local Business Enterprise (LBE): Not applicable.
