Project.

At the time of the execution of the Agreement, the Developer overestimated the cost of construction. The actual costs of constructing the required park improvements as specified in the two park master plans is less than the park impact fee (PIF) credit schedule in this Agreement. The City and Developer agreed to building additional amenities into the community park while remaining within the PIF credit schedule. During the development of the community park, the city has incurred additional costs in staff management time, and as a result, the city costs are now over budget by $40,000. These funds must be increased and reimbursed by the developer in order to complete city’s review and approval of park development.

Policy Considerations: Providing parks and recreation facilities is consistent with the City’s Strategic Plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the city.

Economic Impacts: None
Environmental Considerations: The neighborhood and community park project development has been reviewed for compliance with the requirements of the California Environmental Quality Act (CEQA) and has been determined that these park projects are within the scope of the Environmental Impact Report (EIR) for the Greenbriar Development Project, which was certified on May 31, 2017 (Resolution 2017-0207).

Sustainability: The proposed project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010. The park development included consistency with sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO), low impact development (LID) strategies and “River Friendly Landscaping” program practices.

Commission/Committee Action: The Master Plans for the Neighborhood and Community parks have been approved by the City Council on September 20, 2022.

Rationale for Recommendation: The parks provide required parkland and recreation for the new residents of the Greenbriar/Northlake Phase 1 development.

Financial Considerations: This reimbursement will adjust the staff cost amount to be allocated towards this project and correct an existing shortfall. In regards to park maintenance, the parks have been annexed into the Sacramento Services Community Facilities District No. 2018-05. ) Once reimbursement is received the revenue budget in the YPCE’s operating budget will increase by

$40,000 and the expense budget (Fund 3204) for the Greenbriar Phase 1 Development project (L19009100)(Fund 3204) will increase by $40,000.
