Additional Description/Analysis
Issue Detail: In September 2021, the Sacramento City Council adopted an American Rescue Plan Act (ARPA) framework to serve as a spending plan for appropriating the City’s ARPA funds. Among the priorities identified in the framework was a $1 million appropriation to support the Task Force.
Established in August 2021 by Mayor Steinberg and Councilmember Vang, the Task Force serves as an advisory body to the City by making recommendations on local food system policy and funding investments. The goal of the Task Force is to ensure there is sufficient, healthy, and accessible food for all by building a more robust and resilient food economy.

With the rising incidence of food insecurity only underscoring the importance of such a goal, staff, under the advisement of the Task Force, created the ARPA Food Justice grant program. The purpose of the grant program is to respond to the negative economic impacts of the public health emergency by providing households and individuals with assistance for food. Specifically, the grant program aims to assist vulnerable communities combat food insecurity by:
• Improving access points to healthy and culturally diverse foods; and • Investing in the local food system.
In July 2022, the City released a competitive solicitation seeking proposals. In January 2023, the City awarded 17 organizations with grants. Throughout the pre-award, award, and post-award phases of the grantmaking process, staff strived to integrate racial equity practices including application of the interim rapid response tool (IRRT). Via an oral report, staff will provide an overview on the various practices implemented and summarize lessons learned.
Policy Considerations: Staff will share the lessons learned from administering the ARPA Food Justice Grant Program with the City Manager’s Office in hopes of improving citywide grantmaking policies and procedures.
