Additional Description/Analysis
Issue Detail: The Department of Public Works, Fleet Management Division, has a customer requirement to purchase an armored multi-terrain loader for the Sacramento Police Department. This unit will be used in critical incidents to allow officers to move closer to the area while being protected from gun fire and other weapons.
Policy Considerations: City Code 3.56.230.C provides that competitive bidding shall not apply to bids for supplies or nonprofessional services of $250,000 or more when, upon two-thirds vote, the City Council determines that it is in the best interest of the City to suspend competitive bidding.
As required by Government Code sections 7070-7075 relating to the acquisition and use of military equipment, the SPD obtained approval to pursue grant funding and acquire the equipment via

Ordinance 2022-0025.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the purchase of vehicles and are not considered to be a project in accordance with Section 15378(b)(2) of the CEQA guidelines.
Sustainability: The recommended purchases are consistent with the Fleet Sustainability Policy adopted by City Council on December 12, 2017 (Resolution No. 2017-0478).
Commission/Committee Action: None
Rationale for Recommendation: The Sacramento Police Department requested to purchase an armored multi-terrain loader (Rook) for ballistic protection for officers and citizens during high-risk search warrants, hostage situations, barricaded subjects and other dangerous circumstances. The vehicle will be used as a rescue vehicle to save lives, provides safety for crisis negotiators at the scene, and provides the ability to safely deliver equipment supplies and necessities during high-risk operations.
The Rook is the same brand of equipment currently utilized by the Sacramento County Sheriff. The standardization of this vehicle allows for additional units from the police department and other agencies to be on scene with the knowledge of how they are used. By purchasing the same brand of equipment, this eliminates the need for additional training and costs on a different type of vehicle.
Additionally, the Rook is the only rescue vehicle of its type with an armored deployment platform which is an essential component that can lift personnel to a second story. The platform can also be utilized for rescues and evacuations. A similar unit which is on the market does not have the capability to support the platform.
Financial Considerations: The recommended purchase, in an amount not to exceed $439,894, will be made from the Department of Public Works Fiscal Year (FY) 2022/23 operating budget (Fleet Fund, Fund 6501) and charged to the 2021 UASI Grant (G11016921). Sufficient funding exists in the Department’s FY2022/23 operating budget and the 2021 UASI Grant (G11016921) to support the recommended purchase.
Local Business Enterprise (LBE): Ring Power Corporation is not an LBE. The minimum LBE participation requirement is waived when the City suspends competitive bidding and utilizes an alternate procurement method to select a vendor.
