Description/Analysis
Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is seeking approval to award a sole source contract to FieldTurf USA, Inc. (FieldTurf) for the Hagginwood Park Soccer Field Replacement Project.

The Hagginwood Park Soccer Field Project (L19703700) consists of renovating the existing artificial turf soccer field. The existing synthetic turf is in poor condition and needs to be replaced with new synthetic turf. The existing soccer field was installed by FieldTurf in November 2010 and is at the end of its lifecycle.

The Hagginwood Soccer Field Renovation Project is fund with City and State of California Per Capita Grant funds. During the grant application process, the City notified the State they intended to use FieldTurf for this field renovation through the CMAS purchasing process. The reason is it’s in the best interest of the City to use this vendor because of the CMAS discount they provide, previous performance, and their familiarity with the existing field. Since FieldTurf installed the original field, including the field base and drainage system, they will be able to warranty the installation of the new field. The State agreed that this would meet the grant obligations.

The original field was striped with soccer. The new field will be striped with soccer and flag football.

Construction of the Hagginwood Park Soccer Field Project is expected to start in April and be completed in by the end of June 2023.

Hagginwood Park is a 15.5-acre community park located at 3271 Marysville Boulevard in Council District 2.

Policy Considerations: Section 3.60.170 (D) of the City Code allows the City Council to authorize exception to competitive bidding when, by a two-thirds vote, the City Council finds that it is in the best interest of the City to suspend competitive bidding. Section 2.2(a)(2) of the City’s administrative policies related to the procurement of public project contracts (AP 4002) provides that the suspension of competitive bidding can be recommended for various reasons, including utilization of an alternative method for contractor selection.

Providing parks and recreation facilities is consistent with the City’s general plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the city.

Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

The Hagginwood construction projects in the amount of $583,359.08 is expected to create 2.33 FTE jobs (1.34 FTE direct jobs and 0.99 FTE indirect jobs through indirect and induced activities).

Furthermore, it will create $360,186 in total economic output ($227,028 of direct output and $133,158 of output through indirect and induced activities).

Environmental Considerations: The proposed project has been determined to be exempt from environmental review under California Environmental Quality Act (CEQA) Guidelines Section 15301, Existing Facilities. The project consists of minor alteration of an existing public facilities involving negligible or no expansion of use.

Sustainability: Hagginwood Park Soccer Field Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005- 2010. The park will advance the goals, policies, and targets of these plans by improving the health of all residents through access to a diverse mix of wellness activities. Individual products have not been chosen at this level of development, but the design will include products from recycled materials. This park renovation project will include sustainable design and maintenance guidelines.

Commission/Committee Action: None.

Rationale for Recommendation: City staff contacted to FieldTurf who was the original vendor of the artificial turf soccer field installed at Hagginwood Park in 2010. The City needed to have the soccer field turf repaired where it has worn out and torn. However, there’s significant number of repairs and the turf blades have broken down from use. Since this product was warrantied to last 8 years and the field was installed 12 years ago, it was determined it needed to be replaced.

FieldTurf is a California Multiple Award Schedule (CMAS) vendor. The CMAS program is managed by the State of California, Department of General Services Procurement Division. To be a CMAS vendor the State has determined the vendor’s prices to be fair, reasonable, and competitive. The CMAS Program has a pool of suppliers from whom municipalities can solicit offers. The City’s Staff utilized this program for this project and FieldTurf is one of the CMAS approved vendors.

Based on their inclusion in the CMAS Program, the contractor FieldTurf provided the City a quote of $583,359.08 to replace the existing artificial turf with new turf, shock pad under the turf and infill mix.

For this field, FieldTurfs product has proven durable and it outperformed the product warranty period.

Financial Considerations: There is sufficient funding available in the Hagginwood Park Soccer Field Project (L19703700) to award the $583,359.08 contract to FieldTurf. Included in this current project budget is $177,952 State of California, Per Capita Grant funds.

Hagginwood Park is an existing park; the annual maintenance and utilities costs are covered in YPCE’s operating budget for maintenance, water, and utility costs for the budget adopted in the applicable fiscal year.

Local Business Enterprise (LBE): Not Applicable.
