Recommendation: 1) Conduct interviews of applicants to the Preservation Commission for Seats C and E: a member appointed in the manner provided by section 230 of the City of Sacramento Charter for the appointment of members of City boards, commission and agencies, 2) discuss candidates eligibility and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting if needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commission and agencies.

Commission/Committee Action: Not Applicable.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

Washington Irrigation Colony Historic District HistoricAmerican Landscape Survey. Architectural Historian. TheWICHD HALS recordation was completed as a mitigationmeasure for the State Route 41 Highway realignment project(Caltrans #10-FRE-41, P.M. R6.1/R.20.1) and was prepared asstipulated in the Memorandum of Agreement submitted to theAdvisory Council on Historic Preservation, in compliance withSection 106 of the National Historic Preservation Act of 1966,as amended. The WICHD is deﬁned as a rural historiclandscape. It is signiﬁcant for its association with theirrigation, agricultural and settlement history for FresnoCounty; as well as for its modest and large scale domesticrural architecture of the late 19th and early 20th century. It isparticularly known for its rare examples of simple, vernacular,late Greek Revival-style, transitional Queen Anne-style, andColonial Revival-style residential buildings. The WICHD is alsoknown for illustrating rural interpretations for farmsteadswhich include barns, tank houses, and farmstead landscaping,as well as the farmsteads relationship to canals andagricultural viewsheds. It has a period of signiﬁcance of 1878-1910. The HALS was completed in accordance with NationalPark Service guidelines and included information regarding theWICHD’s historical information and physical information, andincluded black and white archival photographs.

Benicia City Cemetery National Register of Historic PlacesNomination. Project Manager. Established in 1847 as part ofthe city’s original plan, the Benicia City Cemetery is a 20.12-acre burial ground in Benicia, Solano County, California. Theactive cemetery is home to over 4,000 interments,representing people of various faiths, diverse backgrounds,multiple countries of origin. Prior to the establishment of otherlocal cemeteries associated with speciﬁc groups, the secularBenicia City Cemetery was the only burial place, and itprovided for people of all backgrounds. Michael BakerInternational completed extensive archival research regardingthe City cemetery, a ﬁeld survey to identify historic features,and prepared the National Register nomination packet of thecemetery according to the California Oﬃce of HistoricPreservations guidelines. The cemetery was nominated forlisting in the National Register under Criterion A for its localsigniﬁcance in the areas of exploration and settlement andcommunity planning, and under Criterion B as a cemetery that contains the graves of numerous persons who madeoutstanding contributions to the history of the city, region, andstate. Founded in 1847, Benicia is one of the oldest towns inCalifornia. The Benicia City Cemetery meets CriteriaConsideration D, as it derives its primary signiﬁcance from itsage and from its association with historic events. TheCalifornia Oﬃce of Historic Preservation, California StateReview Board, and Keeper of the National Register of HistoricPlaces concurred with the nomination and the resource waslisted in the National Register in January 2021.

Elk Grove Preservation Planning Staﬀ Augmentation. ProjectManager. Have provided staﬀ augmentation support to theCity of Elk Grove since 2015. In the role, I act as staﬀ liaison tothe Historic Preservation Committee, lead meetings, draftmeeting minutes, prepare and/or review staﬀ reports,complete historic design review, recommend survey/evaluation eﬀorts, complete minor and major certiﬁcate ofappropriateness reviews, develop yearly preservation goals,and provide training to City staﬀ and Historic PreservationCommittee members. Trainings have included CulturalResources 101, How to Nominate Resources for the NationalRegister, California Register, and Elk Grove Register,CEQA/NEPA/Section 106 NHPA Regulations, Secretary of theInterior’s Standards for Rehabilitation, Restoration,Preservation, and Reconstruction, Setting up the City’s HistoricResources Inventory, and how to implement a Mills ActProgram. Have also successfully applied for the Oﬃce ofHistoric Preservation’s Historic Preservation Fund GrantsProgram and updated the City’s historic preservationordinance and general plan goals and policies regardinghistoric preservation as part of the General Plan Update.

South Pasadena Middle School Gym Modernization.Architectural Historian. As part of the CEQA review for theSouth Pasadena Middle School Gym Modernization Project, Icompleted the CEQA categorical exemption (CE) for theproject. The project proposed rehabilitation of the SouthPasadena Middle School Gym, commonly known as the “OldGym.” The Old Gym was constructed in 1928 in theRomanesque style and was determined eligible for listing as aCity of South Pasadena Landmark in 2004 and again in 2017for its architectural signiﬁcance. In support of the CE, Icompleted a Secretary of the Interior’s Treatment of HistoricProperties: Rehabilitation review for the modernization planscompleted by the project architects. This project review wascompleted to determine if the project would result in asubstantial adverse change in the signiﬁcance of the Old Gymand if the project is consistent with the Secretary of theInterior’s Standards for the Treatment of Historic Properties tosupport a Class 31 Categorical Exemption (CCR Title 14Section 15331 - Historical ResourceRestoration/Rehabilitation). It was determined that the projectcomplied with the Standards for Rehabilitation because itemphasized preservation and replacement in kind of historicfeatures of the building, as well as adding a compatible butdistinctively new addition. Therefore, according to CCR Title 14Section 75064.5(b)(3) and CCR Title 14 Section 15126.4 (b)(l),the project would not result in a substantial adverse change tothe signiﬁcance of the Old Gym, because the project wasconsistent with the Standards for Rehabilitation.

Tucson Historic Preservation Ordinance Update. ProjectManager. Currently in the process of updating the City ofTucson’s Historic Preservation Ordinance. The ordinanceupdate is a contentious issue between stakeholders and theCity, and therefore, this project has included extensive publicoutreach and engagement. As part of the process, have or will be conducting an immersion summit, stakeholder interviews,technical audit, best practices and benchmarking review,annotated outline, stakeholder meetings, code revisions, worksessions, and public meetings. As part of the immersionsummit I facilitated an interactive discussion and SWOTexercise with City staﬀ to gain an understanding on how theyinteract with the Uniﬁed Development Code (UDC) and historicpreservation code standards and procedures and learn howthe existing historic preservation districts; developmentstandards, process and procedures; use guidelines, codeenforcement, etc. could be improved from their perspective.Conducted key stakeholder interviews with property owners,developers, architects, historic preservation commissionmembers, and historic advisory board members to seekcandid feedback on how the current codes could be improved.Conducted a technical audit of the City’s UDC and City Coderelating to historic preservation standards and processsummarized opportunities and deﬁciencies in the existingCode and deﬁne recommended revisions or presentalternative concepts for consideration. Currently working onrevising the City’s UDC and City Code, and will lead worksessions with the Planning and Zoning Commissions, historiccommission, and City Council.

Elk Grove Historic Resources Survey and Evaluation Report.Project Manager. The City of Elk Grove had previouslycompleted a city-wide historic context and survey whereresources were evaluated for signiﬁcance to the Elk GroveRegister, California Register, and National Register criteria.After the City updated its Historic Preservation Ordinance, aspart of its General Plan update, its local register criteriachanged. Before starting the process of oﬃcially adopting byresolution its register of historic resources, the City hired mycompany to resurvey and reevaluate the previously identiﬁedresources. To support this project, I held a project kickoﬀmeeting, provided ﬁeld survey training to City staﬀ and publicvolunteers, developed a Survey123 application for surveyvolunteers to use on their smart devices, reevaluated 85resources for inclusion in the National Register, CaliforniaRegister, and/ or Elk Grove Register, and identiﬁed onepotential mid-century residential neighborhood developed bya master architect and builder, as well as one potential mid-century designed cultural landscape. The intent of this projectis to reevaluate resources using the updated signiﬁcancecriteria and identify the resources which the City will list in theto-be-created Elk Grove Register. Lastly, this study wascompleted to identify next steps for future identiﬁcation,evaluation, and preservation related to projects. The projectwas partially funded by federal Historic Preservation Fundgrant funds administered by the California Oﬃce of HistoricPreservation.

Peer Review. Project Manager. Responsible for peer reviewingthe report titled "Historical and Architectural Evaluation of theCommercial Buildings Located at 455, 465–467, and 493 SouthFirst Street and 460–480 S. Market Street," San Jose, SantaClara County, California. The review was conducted for theCity of San Jose Planning Department to 1) determine whetherproject plans regarding the building complied with theSecretary of the Interior's Standards for the Treatment ofHistoric Properties (Standards) for Rehabilitation, 2) ensure theprevious analysis was complete and the mitigationsappropriate, and 3) provide additional recommendations toupdate for compliance with the standards. Determined thatthe study did not demonstrate that the project met theStandards and that mitigation measures had not beenappropriately vetted with interested parties. Provided redesignoptions to ensure the project met the standards and provided additional mitigation measures. Met with the developer and City staﬀ to explain why the project was not compliant with the Standards for the Treatment of Historic Properties for Rehabilitation.
