Review of Applicants for the Active Transportation Commission File ID: 2023-00105

Recommendation: 1) Conduct interviews of applicants to the Active Transportation Commission for Seats J and K: a member appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commission and agencies, 2) discuss candidates eligibility and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting if needed.

Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commission and agencies.

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

Walking and biking are a personalcommitment for me – I am a bike commuter and I walk forrecreation and for most of my errands -- but my interest inplanning for and funding pedestrian and bicyclinginfrastructure extends well beyond a personal interest to abroader policy commitment.
Opportunities for safe biking and walking, both as basictransportation and as recreation, must be extendedthroughout the City of Sacramento to support equity andinclusivity. For example, walking and biking through safecorridors must be viable options for school children in allneighborhoods; having cut back on my work hours for multipleyears to drive my two boys to and from school, I have a senseof how challenging school transportation is for families who donot have flexible work hours or who do not have access to avehicle. These must also be options for the elderly and thedisabled; I have an elderly mother who can no longer driveand relies on a network of safe sidewalks to meet her basicshopping needs. More globally, we are facing the threat ofgreenhouse gas emissions on our climate and health and wemust provide every Sacramentan who is willing to reducepersonal car use safe and enjoyable options to do so.

I currently serve as the Vice Chair of Sacramento Metro Advocates for Rail and Transit (SMART) and have participated in the SacMoves Coalition since 2019. As a member of those organizations, I have closely followed transportation policy in the City and in the region, participating in proceedings ranging from the recent adoption of the City’s Transportation Priorities Plan, to public comment on the City Climate Action and
Adaptation Plan, to the consideration of Measure A. I have drafted numerous letters of support and opposition on behalf of those two organizations, addressing pressing City and regional policy issues in active transportation, transit, and climate change.
I am also an officer of the Midtown Neighborhood Association.
In that role, I worked closely with the City of Sacramento to bring a slow streets pilot to Midtown in 2021. I have further worked with the Association to survey residents and organize a meeting on pedestrian and bicycle safety.
