this legislative body.

The Measure U Community Advisory Committee is charged
with the critical responsibility of bringing transparency, accountability, and community perspective to the annual expenditure of hundreds of millions of dollars of Sacramento sales tax revenue. It is a humbling responsibility, one that requires committee members to be closely attuned to the needs of city residents, and at the same time bring a practical perspective to technical budgetary issues and procedures.

As a Sacramento and District 4 resident, I am interested in serving on the committee to ensure that our community’s voice is well represented and that we advance
recommendations that support an equitable distribution of city resources. A budget is a reflection of our values, and Measure U funds make up a significant portion of our city budget. Their allocations should be carefully appropriated to issues of highest priority, targeted towards the residents of most need, and carefully accounted for to maximize their usefulness. We cannot afford to misuse a cent when we have unhoused
neighbors in need, small businesses at risk, and community potential to unlock. Measure U was passed by the voters to tackle our biggest problems, it would be an incredible privilege to dedicate time and energy to ensure these funds were well invested.

I am a member of the Sacramento County Latinx Young Dems and the Land Park Community Association, a resident living in downtown and the Broadway area, and an active community volunteer for various local non-profits. I strive to keep a close pulse on the needs of the community, but especially for our most vulnerable. I work closely with the Sacramento Housing Alliance and Housing California to find innovative housing and homelessness solutions. I volunteer with Latino/x
organizations like Brown Issues and the California Latinx Capitol Association to mentor and support diverse and
underrepresented youth, students, and young professionals in trying to find success in their careers and their voice in civic matters. I serve on boards and work to bring resources to non- profits like Street Soccer, which provide sporting opportunities to underserved and low-income folks. I always strive to learn more and connect with a broader range of Sacramentans, and that would continue to be a high personal priority with an appointment to the Measure U Community Advisory
Committee.

Councilmember and the district, including homelessness
prevention, community response funding, affordable housing development and assistance, violence prevention, inclusive economic development, supportive youth services, climate action, and public works support. This is not an exhaustive list of budgetary needs but there are priorities that should be considered for Measure U funds, such as mortgage and rental assistance for low-income Sacramento residents, gap funding for affordable housing, home repair and waived code
enforcement fees for the elderly, expanding homelessness prevention and services to be inclusive of the broader
population, growing service for senior programs, increase the funding for oversubscribed youth programs (especially critical with an oncoming recession), deepening climate smart
investments, supporting community violence prevention
programs, and targeting cultural and creative programs for underserved communities.

Our city is continuing to grow and as we slowly move past the COVID-19 pandemic and towards a potential recession, we must carefully manage our city dollars. We have existing obligations we must honor, including to city staff and
organizational grantees we entrust to deliver on our
programmatic priorities. We need to help make sure these tax dollars are being spent wisely and in ways that best serve all of our communities.

Most importantly, I would be incredibly humbled by the
responsibility of ensuring that residents have a strong voice in how their money is spent, and that the budget reflects our community needs and priorities. This goes beyond just
representation, but to active engagement and opinion
solicitation. One of the best ways to empower our fellow citizens is to ensure the Measure U committee hearings and recommendations are clear and accessible. Breaking out the Measure U funding in the annual budget report is a great baseline and tracking the outcomes of the spending should be a new goal. We need to assess how we can track geographic distribution, as well as investments by demographic,
race/ethnicity, language spoken, and other metrics. Finally, I would like to continue to support the participatory budgeting efforts, especially in trying to reach voices from underserved communities around the city and non-English speaking
residents.

These priorities are all part of why I am most interested in serving on the committee. These programs are what make
Sacramento home, they create opportunities for us to gather, grow, and give back. We need to ensure they are shaped to those who have been historically underrepresented, those who would love to take advantage of them if they just knew they existed. That is why I am applying to serve, and I would be very happy to further discuss how the Measure U Advisory Committee can best support Sacramento.

Please state the reason(s) you would like to serve onthis legislative body.I believe that budgets are a reflection of a community’svalues, and those values must be decided upon by individualswho are reflective of their communities. As a millennial Latina,I know that I represent much of what Sacramento is andcontinues to grow to be and that I can use my experience andexpertise to lead values-driven work.I utilize Sacramento’s community resources on a daily basisand see the impacts of Measure U firsthand. From dog parks toConcerts in the Park, every season of my life here inSacramento revolves around being in community with myneighbors and understanding what our unique needs arethroughout the city. I have a strong desire to work in acollaborative space to ensure that Measure U funds are beingspent in a reasonable, but innovative way that benefits eachmember of our Sacramento community.I have lived throughout Sacramento over the last six years, from Southside Park, to East Sacramento, and now in MarshallSchool. Living across numerous neighborhoods has given me aunique insight into each of these communities, lending nuanceto the perspective I would bring to this board. I hope to bringmy insight from living in these communities to the board tobetter understand what the unique needs of eachneighborhood are. While I recognize I am applying for the D4position, I spend a significant amount of time in neighboringdistricts and communities and look forward to working incollaborative space to ensure funds are spent in an equitableway, with communities needing resources seeing themdistributed appropriately. When I moved to Sacramento in 2016 as a fresh college
graduate seeking new experiences, I had no idea how quickly I would fall in love with this city. The Golden 1 Center opened that year, bringing the Sacramento Kings to downtown and kicking off what I have seen as a new era of growth,
opportunity, and immense pride for this city. However,
Sacramento is more than just an arena, it is about the
communal spaces this city provides for communities to come together to celebrate, dance, protest, mourn, and build connections—and it goes far beyond Midtown. I spend the majority of my free time outdoors in Sacramento taking
advantage of the resources, parks, and community spaces Sacramento offers. I also recognize how much our public
spaces require consistent upkeep - nothing "Measure U" signs at many public parks. That is why I find myself consistently drawn to the work that the Measure U Advisory Committee does and l hope to be able to ensure funds are spent in a way that support all of our communities.

Additionally, each year I engage in a personal outreach effort to provide blankets and cold weather clothing to unhoused community members in need. Every winter for the last three years, I crowdsource donations from community members
through NextDoor and other apps and re-distribute donated goods to unhoused individuals throughout Sacramento. This activity is notable as I try to distribute resources to neighborhoods and streets where I recognize individuals may not be able to get to warming centers or other shelter
resources. Through this experience, I have developed a
deeper understanding of where unhoused community member resources are needed and how we can best serve individuals often seen as being on the edges of our communities. I believe this understanding of neighborhoods will lend well to the committee. Recognizing that Measure U has a diverse range of spending opportunities, I hope this knowledge can help inform spending and the functions of the board.

After six years as both an East Sacramento and Midtown
resident, I cannot see myself living and building a community anywhere else and I look forward to the opportunity to
continuing to grow here!

As a business owner downtown and homeowner in Midtown,
I'm frustrated and sad. Instead of complaining, I want to delve into what I can do as a citizen to make things better.

Our city is clearly at a crossroads, particularly our Downtown and Midtown areas. Over the last two decades, the central city had become more vibrant, though this brought challenges of affordability. After the pandemic, our downtown feels empty and unsafe in the daytime. Yet the affordability crisis has only grown worse and coupled with a lack of shelter, we have created a human crisis. I don't have all the answers but I believe I can contribute to the conversation and analysis about where to devote our resources for the greatest impact.

Mostly, I think the role requires listening and learning - and I'm eager to do both.

Please list all of your professional experience directly related to the seat you are applying for.

Assessing the impact of public policy decisions and weighing the trade offs of different investment decisions is clearly a key part of the Measure U committee role. Before becoming a business owner, I worked as a policy analyst in state
government roles and for elected officials. In my current work, I help translate policy proposals and decisions into messages for different audiences - stakeholders, voters, public officials. I believe these skills would be valuable as the Committee aims to make good choices and communicate them to people in our community, so they understand the value of the investment they made in Measure U.

I’veappreciated the advocacy of the Measure U CommunityAdvisory Committee to pilot participatory budgeting, and Iwould like to continue the work of the committee to helpMeasure U reflect what our neighbors want.

I would like to serve in the D4 seat to support CouncilmemberValenzuela’s representation of our district. As a communitymember, I would advocate for using Measure U to supporteconomic development, youth services, affordable housing, and take a more expansive view of what public safety means, including social safety nets and mental health support.

Additionally, as a former non-profit executive, I am passionateabout working with people to collaboratively define thedesired outcomes of programs, and measure our efforts to getthere. I think this background would be beneficial to acommittee providing the council recommendations on theapproximately 90M annual budget.

I’ve been a resident of the central city of Sacramento for over10 years. I love living in a walkable, diverse, mixed-usecommunity and want to see our city become a climate-resilient community with opportunity and support foreveryone. Since moving to the Southside park neighborhoodin 2020, I’ve been a member of a City-owned communitygarden and have enjoyed meeting my neighbors andimproving the soil through organic gardening. I’ve helped ourneighborhood association with volunteer Southside parkcleanups and try to help our unhoused neighbors where I canthrough mutual aid. development and oversight to benefit community college
students. I am familiar with the Brown Act and many of the ways the public sector works. I love the open-access mission of community colleges and have appreciated the ways I have deepened my understanding of equity and inclusion through my work there.

Currently, I own and operate my own marketing consulting firm. Some of my favorite work this year has been consulting with state agencies to redesign their websites to be easier to use and more transparent to the public.

Early in my career, I worked for the Folsom Chamber of
Commerce and served as a staffer for the Folsom Economic Development Corporation. In that role, I worked with City of Folsom on projects like the renewal of a TBID (Tourism Bureau Improvement District), relaunching a leadership program aimed at encouraging people to participate in public service.

Through that experience, I am familiar with local government and the ways in which city staff, elected officials, and

In preparation for submitting this application, I’ve talked with a number of members of the committee to understand the
issues of the committee and how it functions, including Dana Kivel, who currently holds this seat, and outgoing Chair Flo Cofer. I’ve also read the advisory memos the committee has submitted to the council for the past three years. I hope this shows my initiative and interest in Measure U.

My lived experience as a Sacramento resident of the central city also informs my perspective.

As mentioned earlier, I’m also a member of Southside Park Community Garden and complete the monthly volunteer hours associated with that community. I also know the neighborhood associations in the area and would be happy to communicate with them to get input and represent my community.

Please state the reason(s) you would like to serve onthis legislative body.My personal life and professional experiences have led me tocommunity organizing and public service work and theyremain at the core of my motivation to participate in publicdecision making spaces. I see policy making as a pathway tofacilitate greater health and wellbeing in our communities, andparticularly for those who have been and continue to bemarginalized by our political systems. If I am chosen as adistrict four representative for the Measure U AdvisoryCommittee I will continue to center the voices of thosemarginalized communities in my decision making.

There are a few life experiences in particular that have drawnme to this work. Most significantly is growing up in the BayArea when my family home was foreclosed during the financialcrisis in 2008. While I was too young to realize therepercussions of this tragedy at the time, much of myadolescence was shaped by this loss and the subsequenthousing instability we faced because of it. The result of thesecascading events was that my dad's depression worsened, hebegan to isolate himself, and for about a decade aftercompletely gave in to his dependence on alcohol. In this timeperiod, if we hadn’t had family members to take us in, wewould have been unhoused. We faced extreme precarityduring this time because my dad's credit was ruined from theforeclosure. When we finally did find housing it was often unfitfor human habitation. We had no furniture so we madecouches out of moving boxes. In high school I rememberendlessly scratching at the open sores on my ankles becauseour house was infested with fleas and other insects. Thisalways brought me great shame. With every threat of a rentincrease we’d pack up our belongings into storage units andmove back in with family members until we could find anotheraffordable home. The last time this happened I left mybelongings in storage and have not seen them in over eightyears. By the time I graduated, I had attended three differenthigh schools in three different cities. When I was finally able togo to college in 2015, with the support of the SacramentoState community, I was fortunate to pursue an education andprofessional experiences that have given me distance andinsight into these traumatic events, ultimately allowing me tolearn from them.

These experiences still remain at the core of my motivation toparticipate in public service work and I will remain acommunity organizer advocating for the working class andmarginalized communities because of them. While I have Contact Information

further personal and professional experiences (I will discuss inthis application) that also make me well suited to be arepresentative on the Measure U Advisory Committee, it is alove for my family and the hope of a more realized dignity forall of us who suffer from systems of oppression that sustainsme in this work. It is my belief that public decision makingbodies should facilitate crucial public conversations and elicitparticipation among marginalized groups as a crucialfoundation for the health and wellbeing of all ourcommunities. If I am chosen as a representative for theMeasure U Advisory Committee, I will center the voices ofmarginalized communities in decision making in order tosuccessfully implement the systemic changes required tocreate a local government that seeks to support the publichealth and wellbeing of all in Sacramento.

Please list all of your professional experience directlyrelated to the seat you are applying for.During my sophomore year at Sacramento State I was electedto represent over 5,000 students in the School of SocialSciences and Interdisciplinary Studies on the AssociatedStudents Board of Directors. Among my responsibilities, I wastasked with reviewing, advising, and voting on the proposed$8 million student services budget issued by SacramentoState’s administration. As a representative on this student-leddecision making body I always fought in favor of expandedmental health services on campus, greater support servicesfor students experiencing homelessness, and a boycott-divestment-sanctions proposal brought forth by the Studentsfor Justice in Palestine. As a representative on this board, I wasalso the undergraduate voting member on several universitycommittees including, the Provost Search Committee, theAssociated Students Incorporated Green Team, and theStudent Fee Advisory Committee. As a representative on theStudent Fee Advisory Committee I voted on the ways ourcampus spent student fees that were collected as a part of ouroverall tuition. During my time on this committee I voted toallocate funds toward creating safe active transportationcorridors in and around our campus that were badly needed. As a representative of five thousand students at SacramentoState my decision making centered the demands and voices ofmarginalized students and I hope I can share these skills andexperiences if I am chosen to serve on the Measure U AdvisoryCommittee.

I’ve also had professional opportunities to work in policymaking that would contribute to being an effectiverepresentative for District 4 on the Measure U AdvisoryCommittee. One of these primary experiences was working inthe legislative office of the California Department ofTransportation when I was a student at Sacramento State. Inthis capacity, I gained the analytical skills to issue plainlanguage policy recommendations on legislative bills bysynthesizing information provided by transportation subjectmatter experts into detailed policy analysis. During my time inthis office I focused on analyzing bills regarding a variety oftransportation issues such as environmental remediation, mass transportation, active transportation, and equitybudgeting for statewide transit grant programs. I worked toformulate policy recommendations that were presented to theGovernor’s Office and the state legislative offices and otherrelevant constituents. In the 2018 legislative session Ianalyzed over 24 bills and spent one month working in theGovernor Brown’s Office preparing short-form bill analyses forthe Climate Action Summit.

Further, when I graduated from Sacramento State in theWinter of 2020, I was hired as an intern for the California StateAssembly Select Committee on Police Reform (Select Committee) to assist in the writing and publication of theSelect Committee’s interim report on police reform. Afterattending over ten hours of Select Committee hearings, Itranscribed public statements made by scholars, attorneys, and community members engaged in statewide police reformefforts. In this role, I was also able to research efforts increating police review commissions in cities across the stateand the barriers these bodies have faced in trying toimplement substantive changes to police departments.Additionally, I scheduled and facilitated meetings with SelectCommittee constituents and Speakers Office staff to gatherinformation for policy proposals. Finally, I compiled statementsand additional academic research to co-author and publish theSelect Committee’s interim recommendations report on policereform. While these experiences in legislative offices gave mefirst hand experience in policy making, it is my experience asa teaching assistant in the political science department atSacramento State that made me effective at politicalcommunication among diverse groups.

For two years, as a teaching assistant in our political sciencedepartment, I led two, hour-long discussion sections per weekfor the course titled Introduction to Political Science atSacramento State. In this role, I designed curriculum andfacilitated discussions to engage students in learning a varietyof political science concepts such as; mass media, politicalpsychology, the structure of local, state, and federalgovernments, early U.S. political theory, U.S. history and muchmore. I was profoundly impacted by my students in this rolebecause I was able to witness them flourish academically inpart through my determined efforts to communicate academicinformation in a manner that was inclusive and engaging tothem. When I joined this section as a teaching assistant mystudents ended their semesters with an average grade thatwas two levels higher than tenured professors teaching thesame class in our department. Thoroughly impacted by myexperience as a teaching assistant, in my senior year atSacramento State I decided to create an independent studycourse, where I was able to research different models of civiceducation that relied on centering the emotional, mental, andphysical wellbeing of students and was able to publish my firstpaper titled “Civic Education and Injustice”.

If I am selected as a representative of District 4 on theMeasure U Advisory Committee I will use these professionalexperiences to inform the way I represent, create policy, andcommunicate with all the constituents of District 4. I havealways felt determined that anyone with a profession in publicpolicy has a responsibility to center the needs and demands ofmarginalized communities. That is how I’ve spent the majorityof my professional adult life and what I will continue toadvocate for if I am able to serve on the Measure UCommission.

Please list any training or education directly related tothe seat you are applying for.As a graduate of the political science department atSacramento State I took several courses that relate toresponsibilities of representatives on the Measure U AdvisoryCommittee. One that is particularly salient was Politics of theUnderrepresented where we studied the historical failures oflocal and state governments to provide economic and socialopportunity to marginalized communities in the U.S. I alsotook a course on Science and Technology in Politics where welearned the significance of inclusive frames of communicationwhen discussing political topics, like vaccines, climate change, and antiracism. While all these courses were required of myundergraduate major, my chosen courses centered aroundpolitical theory and democratic theory in particular. Political theory encompasses a diverse range of concepts but one of the major aspects I studied were different social, economic, and political systems and how each of these produce different social, economic and political outcomes for their citizenry. I studied forms of political representation that are successful in providing greater social and economic wellbeing for their constituencies and they tend to be those with conceptions of democracy where citizens are given meaningful decision
making power in both the social and economic realms of their lives, beyond simply voting once per year. While I consider these courses primarily academic training, I’ve also received professional training that would make me an effective
Measure U committee member.

During my time as a teaching assistant at Sacramento State, I took required weekly training in effective pedagogy and
intercultural competency. These trainings were designed to train student teachers to be effective communicators and educators in a diverse student body like Sacramento State. We participated in training that helped us understand different cultural styles of communication, the impact of
intergenerational racial trauma on students, and how we could sharpen our skills to not reproduce this harm while working with them. Through this training I’ve learned to become more aware of my own cultural conditioning and privileges, and hope to share these skills as a representative on the Measure U Advisory Committee.

My most recent professional training experience was
participating in the Mark Whisler Boards and Commissions Leadership Institute run through Organize Sacramento. In this training, I joined a cohort of nine community leaders and learned how to apply and serve on a board or commission in Sacramento. Over the course of six weeks we learned about Robert’s Rules of Order, structural racialization, land use, affordable housing, storytelling, health equity, environmental justice, transportation justice and workplace equity. We discussed the manner in which all of these relate to policy making in Sacramento and the way we, as advocates, could use our platforms to deepen the social and economic equity of our communities.

activities, volunteering experience, or other
qualifications that would be helpful in evaluating your
application.

While I have many past experiences in volunteering and
community activities, the most recent has been serving as one of the co-chairs of the Sacramento Democratic Socialists of America for about the past two years. In this capacity I have attempted to help stabilize engagement in our organization post-quarantine and build partnerships with community
organizations fighting for housing justice, greater public investment in public health, and alternatives to incarceration.

I’ve also spent much of my time in this role helping to develop new leaders in our chapter and am proud of the young people who have become active community advocates through their involvement with this work. I would be happy to talk about these and more of my personal and professional experiences with you! Thank you for your consideration.

Please state the reason(s) you would like to serve on
this legislative body.

Many of my peers are involved in their communities as
activists, but I want to be involved by bridging the divide between progressive values and practical government.

I am passionate about finding ways government can be more effective and inclusive with the revenue that is available to it.

Spending more effectively and efficiently is not just good in itself, but also increases the public’s confidence and
willingness to spend more to advance other progressive
values. If someone sees high-quality local parks built with their current taxes, they will be more likely to believe that spending to tackle homelessness will also produce results.

I have a strong education in the topics needed to serve on this committee. Through my Masters in Public Policy I took classes like ‘Cost-Benefit Analysis’, where I learned the best
techniques to compare spending alternatives. And ‘State and Local Public Finance’, which taught how to read municipal budgets and policies. Serving on this board is an opportunity to use my education to contribute to my community. It is also an opportunity to build my knowledge of the municipal
process so I can contribute even more in the future.
