Additional Description/Analysis
Issue Detail: In July 2022, Council voted to enter into a new agreement for six months with Forensiclean LLC to partner with DCR and provide Citywide clean up services, through February 28, 2023.

To date, DCR and Forensiclean have received over 18,000 calls for service relative to trash at homeless encampments. Between July 2021 - January 2023, teams average 957 calls per month and 32 calls per day. Forensiclean teams respond to calls seven days a week, between the hours of 8am-5pm.

In November 2022, DCR released a Request for Proposals (RFP) in search of expanding Citywide cleanup services. Due to the nature and volume of calls received, staff is recommending an increase to Forensiclean’s current contract by $250,000 and an extension through March 31, 2023. This will allow adequate time to negotiate an expanded Citywide cleanup agreement, without a lapse in time for services.

Policy Considerations: Pursuant to Sacramento City Code section 3.56.090, any agreement for non -professional services that is for $250,000 or more requires City Council approval.

Economic Impacts: None.

Environmental Considerations: This report concerns administrative activities and government fiscal activities that do not constitute a “project” and is not subject to the provisions of California Environmental Quality Act (CEQA) (CEQA Section 15378(b)(2)).

Sustainability: Homeless encampment cleanup services support the safe collection and disposal of waste to reduce impacts on public health and natural resources.

Commission/Committee Action: Not Applicable
Rationale for Recommendation: Services provided under this agreement address the ongoing mitigation of the impacts that homelessness has had on the City.

Time is of the essence as the Agreement with Forensiclean expires February 28, 2023.

Financial Considerations: Sufficient funding is available in the Community Response MYOP (I23000100) to execute a Supplemental Agreement with Forensiclean in an amount not to exceed $250,000. (Measure U, Fund 2401).

Local Business Enterprise (LBE): Forensiclean LLC is a business local to the City of Sacramento and is a registered LBE.
