Description/Analysis
Issue Detail: Reclamation District 1000 (the District) is proposing a new property-based charge to fund the continued operation of its interior drainage system, including infrastructure repairs and upgrades. The District’s interior drainage system collects stormwater runoff, seepage waters, and agricultural drainage and delivers them to the pumping plants for disposal into the Sacramento River or other adjacent creeks.
In November 2022, the District conducted a public hearing on the proposed fee structure and received protests and comments on the proposal. After confirming that no majority protests existed, the District Board directed staff to finalize the Fee Study and present the fee to District landowners for consideration and approval in a mailed ballot election, consistent with Proposition 218. If a

majority of ballots returned are cast in favor of the proposed fee, the fee may be levied. If they are not, the fee will not be imposed.
Policy Considerations: City Council authorization is required for a City representative to cast ballots for the City-owned parcels located within the District’s boundaries.
Economic Impacts: Not applicable.
Environmental Considerations:
California Environmental Quality Act (CEQA): This report concerns administrative activities and governmental fiscal activities that do not constitute a “project” as defined by the CEQA Guidelines Sections 15378(b)(2) and (5) and, thus, are not a “project” subject to the provisions of CEQA (CEQA Guidelines Section 15060(c)(3)).
Sustainability: Improvements to the District’s Storm Drainage System support the City’s goals of increasing the reliability of the drainage systems and of protecting the quality of our creeks and rivers.
Rationale for Recommendation: The District’s interior drainage system consists of 30 miles of main drainage canals, about 150 miles of drainage ditches, and seven main pumping stations. These systems require regular maintenance, repair, and reconstruction. In addition to the routine operation and maintenance costs, the District has undertaken capital improvements to the pump stations including repairs to trash racks, pump motors, and other mechanical/electrical parts. As the pumping facilities age, more capital improvements are anticipated to keep them operational.
The District’s existing charge funding these activities has not increased since 1996, however, the costs of providing these services continues to rise. The District’s most recent Capital Improvement Plan projects that annual revenue needed to provide these services into the future will be an estimated $3.3 million. This exceeds the District’s current revenue streams.
The proposed Fee is needed to fund the continued operations and maintenance services for that system. Without these repair or improvements, the interior drainage system cannot function effectively, resulting in increased risk of flooding and deterioration of District infrastructure, which would adversely affect City residents.

PROPOSED STORMWATER SERVICE FEE
A. Reclamation District 1000 (RD 1000) is conducting a Proposition 218 compliant stormwater service fee increase ballot election.
B. RD 1000 has not increased its rates since 1996.
C. This is a consolidated parcel election where the City only needs to submit one ballot for the 412 City owned parcels indicated to be eligible to vote.
D. Voting must be complete by close of public hearing at 8:00 a.m. on March 10, 2023 (RD 1000 Office, 1633 Garden Highway, Sacramento, CA 95833).
E. Voting may be done by mail prior to the March 10, 2023 public hearing.
F. City Council authorization is required to designate a City representative to cast ballots for the City-owned parcels located within the RD 1000’s boundaries.

Shall RD 1000 adopt a new Annual Stormwater Service Fee to fund stormwater collection, management, and the operation of interior drainage systems? This fee will be calculated according to the 2022 Stormwater Service Fee Study. The annual revenue from this fee will be used for long-term infrastructure upgrades and maintenance for stormwater collection, management, equipment and facilities within the District.
