Council Comments-Ideas, Questions, AB1234 Reports, JPA/Board and Commission Appointments

1. Information Requests
a. Member Valenzuela

1. Requested that the City Manager bring forward an item to consider revising our weather-based (respite center criteria) to include:
a. All extreme weather events regardless of temperature. b. Consider pausing any (homelessness) enforcement action when weather-based criteria is triggered, barring any urgent or private property trespass issues. c. A budget review of how much these weather-based activations cost versus what it would cost to stand up nightly respite during winter months.

2. Requested a report on towed vehicles used as shelter. Staff had committed to weekly reports when the mayor brought forward an item on a protection against towing vehicles used for shelter, but she has not been receiving reports.

3. Regarding (redistricting) accelerated and deferred areas, would like to see some consistency in terms of how we identify these parts of our city. Our lack of clarity is leading to multiple questions a week about who someone should contact regarding particularly items or needs. This should include an update to our website and how agenda items are listed.

b. Member Kaplan

1. Asked that the City Clerk publish an annual calendar of regular agenda items that are scheduled to come before the city council.

2. Asked that the City Manager develop a city council strategic plan which includes using the 2:00 p.m. council meetings as workshops to dive deeply into the agenda item.

c. Member Talamantes

1. Asked that the City Manager prioritize the recruitment for the Department of Community Response Director.
