Additional Description/Analysis
Issue Detail: The Fire Station 14 project involves construction of a new fire station at 1400 North B Street to replace the former Fire Station 14 which has exceeded its useful life. The project includes new on-site and off-site improvements and a new 10,374 square foot fire station with three apparatus bays, and accommodations for 10 fire personnel. Fire Station 14 is now occupied by City fire staff as of December 16, 2022.

Council awarded a construction contract with D.L. Falk Construction, Inc. (DLF) on December 10,

2019, for $9,472,790 and a notice to proceed was issued to DLF on March 4, 2020. On March 19, 2020, both the Statewide Stay-at-Home Order and the Order of the Health Officer of the County of Sacramento were issued in response to the ongoing COVID-19 pandemic (pandemic), effectively requiring persons to “secure in place.” Construction was allowed to continue on Fire Station 14 as essential and critical City infrastructure, consistent with local orders. Construction was substantially completed at the end of calendar year 2022.

Insufficient bearing capacity within existing poor soil conditions, design issues, construction coordination challenges, and ongoing impacts from labor and material shortages due to the pandemic have lengthened the project delivery schedule, creating significant additional project management and general conditions expenditures not originally anticipated in the project budget. A total of 801 calendar days have been added to the project delivery schedule.

Change Orders No. 1 through 12, totaling $1,425,833 have been executed to address changes to the bid documents, material cost escalation, unforeseen site conditions, and City-initiated changes encountered during construction. Change Order No. 13 entails extension of contract days and a settlement for all outstanding change order requests.

Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Section 3.60.

Economic Impacts: None
Environmental Considerations:

California Environmental Quality Act (CEQA): The Community Development, Environmental Services Manager has determined the project is exempt from environmental review pursuant to the California Environmental Quality Act (CEQA) Guidelines, Section 15332, which provides an exemption from CEQA review for qualified infill projects. A Notice of Exemption was filed on January 15, 2019.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Ratifying Change Orders No. 8 through 12 and approving Change Order No. 13 will facilitate the closeout of the construction contract with DLF and the completion of the Fire Station 14 project.

Financial Considerations: The project was funded through a combination of sources, including the

General Fund (Fund 1001), the Measure U Fund (Fund 2401), the River District Impact Fee Fund (Fund 3212), and the 800K/L Merged Downtown TE Fund (Fund 3820).

Upon approval of the transfer of $400,000 from the General Fund (Fund 1001) Administrative Contingency (80001055) to the Fire Station Replacement Program (F13000800), there will be sufficient funding to execute Change Order No.13 with D.L. Falk Construction, Inc in the amount of $400,000 for the Fire Station 14 project.

Local Business Enterprise (LBE): DLF is not an LBE, but subcontracted with Townsend & Schmidt Masonry, Top Notch Mechanical, Inc. and Alcal Specialty Contracting, Inc. to exceed the minimum LBE participation. Townsend & Schmidt Masonry provided masonry services. Top Notch Mechanical, Inc. provided heating, ventilation, and air conditioning services. Alcal Specialty Contracting, Inc. provided insulation services.
