Description/Analysis
Issue Detail: Founded in 1953, Center for Sacramento History (CSH) is funded by the City and the County of Sacramento and is the official repository and research center for City and County historic collections. These collections are held in the public trust and reflect the many aspects of the social, political, geographic, and cultural history of the Sacramento region.

The Crocker Art Museum is jointly managed and operated between the City of Sacramento and the

Crocker Art Museum Association (CAMA) as co-trustees. The mission of the Crocker Art Museum is to promote an awareness of and enthusiasm for human experience through art, and it measures its success by its ability to enrich the intellectual and cultural life of the communities it serves.

In 2007, the City entered into a long-term lease agreement to utilize storage space in McClellan Park for various historic collections and to safely store exhibits that are not on display at the Crocker Art Museum. The available storage space totals approximately 16,000 square feet. The lease was for an initial 10-year term, with one five-year option to renew. The City has secured a new long-term lease for a different facility at McClellan Park that will nearly double the size of available storage space to approximately 28,000 square feet. The landlord will make various tenant improvements so that artwork and documents stored at the new facility will be kept in a climate-controlled environment to ensure the wellbeing and integrity of the collections. The tenant improvements should be completed towards the end of 2023, with an anticipated move in date of early 2024. The City will be allowed to hold over on a month to month basis at its existing location until the new storage facility is ready.

At the new facility, the CSH will need to install shelving and equipment to store and properly safeguard the documents, artwork, and other collections. The installation and relocation of the collections will take place over the course of the next several years.

The use of Multi-Year Operating Projects (MYOPs) provides better accountability and monitoring of actual spending as it is incurred during the installation of shelving and relocation of sensitive collections to the new storage facility at McClellan Park. As this project will cross multiple fiscal years, staff is requesting authority to establish a MYOP for the project.

Policy Considerations: The proposed recommendation supports the City’s 2035 General Plan Goal ERC 4.1 to provide a diversity of arts and cultural facilities and programs for people of all ages to improve knowledge of Sacramento’s history, enhance quality of life, and enrich community culture, and policies that encourage partnerships with organizations to support cultural educational activities and programming, children’s programming, and reinvestment in City facilities.

Economic Impacts: Not applicable
Environmental Considerations: The recommendation in this report is not a project under the California Environmental Quality Act (CEQA) because it involves government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, as contemplated by Section 15378(b)(4) of the CEQA Guidelines (Cal.

Code Regs., tit. 14, §15000 et seq.), and is, therefore, not subject to CEQA pursuant to Section 15060(c)(3) of the CEQA Guidelines.

Sustainability: Not applicable
Commission/Committee Action: Not applicable
Rationale for Recommendation: The Convention and Cultural Services Department has already established a lease agreement for the space at McClellan Park. Establishing a MYOP to monitor the installation of proper shelving and to carefully move collections will allow staff to better administer and manage expenses over the life of the project.

Financial Considerations: Staff recommends that Council authorize the establishment of the McClellan Park Storage Project (I17002000). The expense budget will initially total $339,000 and will be established with $186,000 from the FY2022/23 Convention and Cultural Services Department Operating Budget and $153,000 from the Cold Storage for Collections Project (C15001200).

RESOLUTION NO. 2023-

Adopted by the Sacramento City Council

AUTHORIZING THE CITY MANAGER OR DESIGNEE TO ESTABLISH A MULTI-

YEAR OPERATING PROJECT FOR THE SHELVING INSTALLATION AND

COLLECTION RELOCATION AT THE MCCLELLAN PARK STORAGE FACILITY

FOR THE CONVENTION AND CULTURAL SERVICES HISTORY DIVISION AND

CROCKER ART MUSEUM

BACKGROUND

A. Founded in 1953, Center for Sacramento History (CSH) is funded by the City and the County of Sacramento and is the official repository and research center for City and County historic collections. These collections are held in the public trust and reflect the many aspects of the social, political, geographic, and cultural history of the Sacramento region.

B. The Crocker Art Museum is jointly managed and operated between the City of Sacramento and the Crocker Art Museum Association (CAMA) as co-trustees. The mission of the Crocker Art Museum is to promote an awareness of and enthusiasm for human experience through art, and it measures its success by its ability to enrich the intellectual and cultural life of the communities it serves.

C. The City has secured a new long-term lease for a different facility location at McClellan Park that will nearly double the size of available storage space to approximately 28,000 square feet. The landlord will make various tenant improvements so that artwork and documents stored at the new location will be kept in a climate-controlled environment to ensure the wellbeing and integrity of the collections. The tenant improvements should be completed towards the end of 2023, with an anticipated move in date of early 2024. The City will be allowed to hold over on a month to month basis at its existing location until the new storage location is ready.

D. At the new facility, the Center for Sacramento History will need to install shelving and equipment to store and properly safeguard the documents, artwork, and other collections. The installation and relocation of the collection materials will take place over the course of the next several years.

E. Both the Crocker and CSH have exceeded their collection storage space, and the need for more space is dire. In Fiscal Year (FY) 2021/22, the Convention and Cultural Services Department was approved to move forward with the lease for the new storage space and funding was set aside to help cover the cost of the move into the new facility.

BASED ON THE FACTS SET FORTH IN THIS BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. The McClellan Park Storage Project (I17002000) is established as a new Multi-Year Operating Project.

Section 2. The City Manager or the City Manager’s designee is authorized to transfer $66,000 (General Fund, Fund 1001) from the Cold Storage for Collections Project (C15001200) to the McClellan Park Storage Project (I17002000).

Section 3. The City Manager or the City Manager’s designee is authorized to transfer $87,000 (Measure U Fund, Fund 2401) from the Cold Storage for Collections Project (C15001200) to the McClellan Park Storage Project (I17002000).

Section 4. The City Manager or the City Manager’s designee is authorized to transfer $186,000 (Measure U Fund, Fund 2401) from the FY2022/23 Convention and Cultural Services Department Operating Budget to the McClellan Park Storage Project (I17002000).
