Additional Description/Analysis
Issue Detail: The City’s Information Technology Department (“IT”) is in the process of redesigning the City’s public website (www.cityofsacramento.org <http://www.cityofsacramento.org/>) and migrating to the cloud Adobe Experience Manager Content Management System (“CMS”) platform.
The CMS platform provides a digital foundation to create, manage, and deliver personalized, engaging content for the public visiting the City’s website.
As part of the implementation phase, staff identified additional features and functionality that needs to be developed for delivering a user friendly and Americans with Disabilities Act (“ADA”) compliant website. For these reasons, staff is recommending approval of additional spending authority with FullStack Labs, Inc. to complete the project.
Policy Considerations: Per City Code chapter 3.64, this supplemental agreement exceeds the City

Manager’s approval authority and requires Council approval.
Economic Impacts: None.
Environmental Considerations: The proposed activity is not a project as it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines section 15378 (b)(5))
Sustainability: The proposed action conforms to City Code Chapter 3.64 and the goals, objectives, initiatives, and operating principles of the City’s Digital Strategy.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The City currently uses an onsite content management system to host its websites. The current system has some technical limitations and is complex to maintain website pages for content providers.
During the initial phase of the project, several additional features were identified to modernize the new website that require extensive customization. These additional features will improve the overall adoption of the future website on mobile devices and meet security and ADA requirements. These customizations were not anticipated within the original project scope.
Financial Considerations: Sufficient funding is available in the IT Department’s operating budget for the proposed supplemental agreement.
Local Business Enterprise (LBE): Not applicable.
Background: In 2014, the City was ranked in the top 10 cities nationwide in its population class for enhancing the public’s online access to City information and services. Further development in web technologies will continue to increase transparency and citizen engagement that will make access to local government easier.
Today’s online customer seeks quick access to information and the ability to find information on their own, 24-hours a day/365-days in a year. With the mission to better serve our citizens, the City’s website delivers online government services conveniently and efficiently, streamlines business, and serves as the first and trusted source of information about the city.
The previous website redesign was completed in October 2013 along with the implementation of a Content Management System (CMS). The current website hosts over 3,000 pages and 7,500 documents. Webpage contents are kept up to date by approximately 100 department staff. The City’s public website receives approximately 40,000 visitors per day, with 39% using mobile devices and the rest using desktop. In addition to the primary website (www.cityofsacramento.org), the City’s Web Team manages around 12 micro websites.
