2-Sundberg VI Investigations Contract Supplemental
Description/Analysis
Issue Detail: Council approval is required to execute a supplemental agreement to the existing contract with Sundberg IV Investigations for department background services. The Fire Department’s Personnel division has an on-going need for pre-employment backgrounds services.
In March of 2021, Fire Department staff posted the Request for Proposal (RFP) for the procurement of background services under RFP No. P21121331001. The RFP was posted for three weeks on the City’s Planet Bid solicitation website. The Fire Department received four proposals. The Fire Department evaluated the proposals submitted based on the following criteria: experience and qualifications, methodology and approach of work, and pricing. Of the four proposals, Sundberg IV Investigations, was awarded an initial one (1) year contract (City Agreement No. PRC001432) with

two (2) additional one-year terms, for a maximum of three-year term. The Fire Department has fully= executed two previous contract supplements with the most recently executed supplement being valid= through June 7, 2024 with a not-to-exceed $240,000. To date, a total of $190,339.75 has been= expended with a remaining balance of $49,660.25 on the contract for the remainder of the contract= period.
The Fire Department has been approved to conduct a single roll academy and a possible second= Fire Recruit Academy prior to the contract period ended on June 7, 2024. Due to the additional= academies, there will be an increase in pre-employment background services that will be required.= Staff recommends amending the current contract which expires on June 7, 2024 to increase the total= not-to-exceed amount from $240,000 to $400,000.
Policy Considerations: The initial contract was executed under City of Sacramento Charter 3.56.080 - Authority of City=Manager. Subject to the availability of funds and the procedures set forth in this chapter, the city=manager is authorized to bind the city, by written contract or purchase order, involving an expenditure=under $250,000 in any one transaction, without first advertising or obtaining specific authorization by=the city council, for the purchase of supplies or nonprofessional services for the city.
This council report is requesting an increased not-to-exceed amount requiring council approval per= City of Sacramento Charter 3.56.090, all contracts for supplies or nonprofessional services involving= an expenditure of $250,000 or more shall be awarded by the City Council. Such contracts shall be= formal written agreements executed by the city manager on behalf of the city. The signature by the= city manager constitutes his or her certification that there remains unexpended and unapplied= balances of the appropriations or funds applicable to the contract sufficient to pay the estimated= expense of executing the contract.
Economic Impacts:=None.
