Additional Description/Analysis
Issue Detail: Florin Road between 24th Street and Munson Way was identified in the Vision Zero Action Plan as one of the City’s top five high injury corridors. Between 2009 and 2017, 16 crashes within the project’s limits resulted in a fatality or severe injury, eight of which involved a person walking or biking. The Florin Road Vision Zero Safety Project will address this collision history by slowing down automobile traffic, modernizing signal equipment, and improving bicycle and pedestrian facilities. The project will include continuous bike lane coverage, sidewalk improvements, additional visible marked crossings, upgrading existing unsignalized crossings to controlled crossings, modifying signals to provide protected left turns, installing advanced dilemma zone detection at intersections, and providing an asphalt overlay to bring pavement conditions up to a state of good repair.

The project will be constructed in two phases with a combination of Senate Bill 1 Local Partnership Program (LPP) Formulaic Funds and Federal Regional Surface Transportation Program (RSTP) funds granted through the Sacramento Area Council of Government’s (SACOG) 2020 Regional

program. To streamline project delivery, the LPP funds will be expended on the pavement overlay effort and the RSTP funds will be expended on additional safety improvements not addressed with the overlay project. Each project is being administered under a separate consultant contract to maintain separation between Federal and State funds. SACOG has agreed to allow the City to allocate $500,000 in regional funding for the federally participating second phase of work to cover preliminary engineering expenses. City Council action is required to authorize this allocation of funds.

Policy Considerations: The Florin Road Vision Zero Safety Project is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The projects will help manage safe operating conditions on Florin Road (General Plan M 1.1.2), improve pedestrian safety at intersections and crossings (General Plan M2.1.7), and ensure traffic signal operations that considers the safe and efficient travel for all modes (General Plan M 4.4.4).

The action is also consistent with the adopted Vision Zero goal to work collaboratively in a data- driven effort to eliminate traffic fatalities and serious injuries by 2027, including to develop designs and secure grant funding for the first Top 5 priority corridors, with a focus on roadway designs for reduced speeds (2.2).

Economic Impacts: None
Environmental Considerations:

California Environmental Quality Act (CEQA): This action involves finance and budgeting activities for future proposed activity. Any request for approval of the activity involving physical changes in the environment would be accompanied by review as required by the California Environmental Quality Act (CEQA). The action is not a project as defined by CEQA, and is not subject to environmental review at this point. The action involves creation of government funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.

CEQA Guidelines section 15378(b)(4); 15060(c)(3). Review of the project for National Environmental Policy Act (NEPA) compliance will be completed during the preliminary engineering phase of the project which this action is funding.

Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings. The project will reduce dependence on the private automobile, decrease the use of fossil fuels, and encourage active modes of transportation.

Commission/Committee Action: None
Rationale for Recommendation: The City Council action is required to perform the budgetary adjustment necessary to complete preliminary engineering for the Florin Road Vision Zero Safety Project.

Financial Considerations: The estimated cost to complete preliminary engineering for the Florin Road Vision Zero Safety Project (T15215800) is $1,570,000. With approval of the $500,000 (Federal Capital Grants, Fund 3703) in grant funding there will be sufficient funding to complete the preliminary engineering phase. Any unspent funds in the preliminary engineering phase will be transferred to future phases of work.

There are no General Funds planned or allocated for this project.

Local Business Enterprise (LBE): Not applicable

BUDGETARY ADJUSTMENT: FLORIN ROAD VISION ZERO SAFETY PROJECT (T15215800)

BACKGROUND

A. Florin Road between 24th Street and Munson Way was identified in the Vision Zero Action Plan as one of the City’s top five high injury corridors. Between 2009 and 2017, 16 crashes within the project’s limits resulted in a fatality or severe injury, eight of which involved a person walking or biking.

B. The Florin Road Vision Zero Safety Project (T15215800) will address this collision history by slowing down automobile traffic, modernizing signal equipment, and improving bicycle and pedestrian facilities.

C. The project will be constructed in two phases with a combination of Senate Bill 1 Local Partnership Program (LPP) Formulaic Funds and Federal Regional Surface Transportation Program (RSTP) funds granted through the Sacramento Area Council of Government’s (SACOG) 2020 Regional program. To streamline project delivery, the LPP funds will be expended on the pavement overlay effort and the RSTP funds will be expended on additional safety improvements not addressed with the overlay project.

D. SACOG has agreed to allow the City to allocate $500,000 in regional funding for the federally participating second phase of work to cover preliminary engineering expenses. City Council action is required to authorize this allocation of funds.

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. The City Manager or the City Manager’s designee is authorized to increase the revenue and expenditure budget of the Florin Road Vision Zero Safety Project (T15215800) by $500,000 (Federal Capital Grants, Fund 3703).
