Issue Detail: As part of the Office of Arts & Culture’s ongoing management of its Multi-Year Operating Projects (MYOPs), a periodic review is conducted and financial resources are reallocated to provide administrative efficiency and to ensure that funding is reserved for a project to move forward.
The Cultural Arts Award (CAA) program operates on a 3-year grant cycle that assists with general operating expenses to cultural organizations, art service organizations, and community organizations with arts programming. The program aims to increase the quality of life in Sacramento through the support of public programs and activities for Sacramento’s diverse communities. In the FY2021/22

award year, the first year of the 3-year grant cycle, the Office of Arts and Culture (OAC) was able to award a total of $950,000 to 69 local nonprofit organizations. $366,000 was from the County of Sacramento, $114,000 from the City match and $500,000 from the Measure U allocation to the Creative Edge MYOP (I02181100).
For FY2022/23, $500,000 is needed to make the project whole. The recommended budgetary adjustment will ensure the funding of the grant program in its second year.
Policy Considerations: Adjustments to projects of $250,000 or more must be approved by City Council.
Economic Impacts: None
Environmental Considerations: None
Sustainability: None
Commission/Committee Action: None
Rationale for Recommendation: Reallocation of resources ensures that the project moves forward in a timely manner and that financial reserves are allocated.
Financial Considerations: Sufficient funding is available in the Arts and Creative Economy MYOP (I17609000) and in the Cultural and Economic Vitality MYOP (I17001000) to support the recommended budgetary transfers. The recommended reallocation of existing resources to CAA will ensure the funding for the project is reserved in a single project for administrative efficiency.
