Additional Description/Analysis
Issue Detail: On February 16, 2021, the City Council approved the Vision Zero School Safety Plan.

The plan is a collaborative, data-driven effort to eliminate traffic fatalities and serious injury by 2027 that focuses on improving safety and access to 20 schools throughout Sacramento. The recommendations in the report were determined after site visits to each school, consultation with school communities, technical analysis, and review. The study is designed to facilitate safer, convenient, and fun opportunities to walk, bike, take transit and carpool to school.

The Vision Zero School Safety Project will implement the study’s recommendations at 9 of the 20

schools. The nine schools chosen are in environmental justice communities as follows:
· Aspire Capitol Heights Academy
· Father Keith B. Kenny Elementary School
· Natomas High School
· Oak Ridge Elementary
· St. Hope Public School PS7
· Smythe Academy
· The Met Sacramento High School
· West Campus High School
· William Land Elementary School
Funding for the project is coming from the federal Community Project Funding (CPF) program. CPF is a source of grants for public transportation projects whose recipients and purposes are specifically identified by Congress in an appropriations act, most recently in the FY22 Consolidated Appropriations Act. The establishment of a Capital Improvement Project (CIP) and approval of the budget adjustments are necessary to begin preliminary engineering for the Vision Zero School Safety Project.

Policy Considerations: The actions requested herein are consistent with the City General Plan goals and key policies that accommodate and promote safe and convenient travel for all users. The project will improve the attractiveness of walking and bicycling over time (M 1.2.1), facilitate the provision of multi-modal access to activity centers such as schools and parks (M 1.2.4), improve pedestrian safety at intersections and crossings (M 2.1.7), and support pedestrian bicycle friendly streets (M 4.2.2). This project will directly implement the City’s Vision Zero Action Plan.

Economic Impacts: None
Environmental Considerations:

California Environmental Quality Act (CEQA): This action involves finance and budgeting activities for future proposed activity. The action is not a project as defined by CEQA. The action involves creation of government funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. CEQA Guidelines section 15378(b)(4); 15060(c)(3). Review of the project for National Environmental Policy Act (NEPA) compliance will be completed during the preliminary engineering phase of the project which this action is funding.

Sustainability: The proposed action is consistent with the mobility element of the 2035 General Plan and the Climate Action Plan. The Vision Zero School Safety Project aims to improve safety and mobility options for young people to access school sites, many of whom use active transportation and transit.

Commission/Committee Action: None
Rationale for Recommendation: City Council approval is required to establish the Capital

Improvement Project and authorize the budgetary adjustments necessary to complete preliminary engineering for the Vision Zero School Safety Project.

Financial Considerations: The estimated cost to complete preliminary engineering for the Vision Zero School Safety Project (T15235600) is $700,000. With approval of an increase of revenue and expenditure budgets of the Vision Zero School Safety Project (T15235600) by $500,000 (Federal Capital Grants, Fund 3703) and the transfer of $200,000 (New Measure A Traffic Control & Safety, Fund 2038) from the Vision Zero Safety Program (S15184100), there will be sufficient funding to complete the PE phase.

There is sufficient funding within the Vision Zero Safety Program (S15184100) to complete the transfer of $200,000 (New Measure A Traffic Control & Safety, Fund 2038) to the Vision Zero School Safety Project (T15235600).

No General Funds are planned or allocated as part of this recommendation.

Local Business Enterprise (LBE): Not applicable.
