Additional Description/Analysis
Issue Detail: The Department of Youth, Parks, & Community Enrichment recommends the naming of Regency Community Park Skate Park as “Tyre Nichols Skate Park.” In the wake of the recent tragic death of Tyre Nichols, staff, in collaboration with Council District 1 and the Mayor’s Office, is bringing forward this recommendation to name the skate park at Regency Community Park as the Tyre Nichols Skate Park. Tyre Nichols has a strong connection to the skate park at Regency Community Park and spent numerous hours of his youth skating and building friendships there. The tragedy of his death has elevated his name to national significance and has underscored his connection and contribution to Sacramento, the community of North Natomas, and Regency Community Park.

Tyre Nichols was born June 5, 1993, in Sacramento, California to RowVaughn Wells and Steven Nichols, and passed away on January 10, 2023. Tyre was the youngest of four siblings. Tyre fell in love with skateboarding at a young age and it wasn’t long before it became a part of his lifestyle. On most days after high school, you would find Tyre and his friends skating at Regency Park. This park represents a huge part of Tyre’s life. This is where it all began and where he made lifelong friends.

Tyre also loved watching the sunset, photography, and most of all helping people. Many of the photographs Tyre took were of the sunsets at Regency Park. Often Tyre could be found helping his friends in need and volunteering to help at his local church. At Regency Park, Tyre was able to blend all the things he loved, including skateboarding, photography, and sunsets. Tyre was a loving soul with an infectious smile who can now skate in peace.

Although this nomination is under the 1 year threshold, the Facilities Naming Policy provides an exception to this timeline in cases involving special circumstance, need or opportunity, which allows this nomination to be submitted now. In addition to the skate park naming in Tyre’s honor, a bronze plaque on a concrete pad will be installed at the skate park. It is also worth mentioning that this is the first time naming of this skate park amenity.

Policy Considerations: On February 26, 2008, the City Council adopted Resolution No. 2008-0112, establishing a Facility Naming Policy. The policy contains guidance when naming facilities or portions of facilities. One of the guiding policies encourages facilities to be named for individuals or families that have contributed substantially to the community or facility, with priority for a deserving local individual or family. In addition, naming opportunities may include specific significant park features, such as skate parks. Also, the Facilities Naming Policy may be suspended by the City Council to reflect a special circumstance, need or opportunity, including naming of a facility posthumously earlier than one year following the date of passing.

As stated in City Council Resolution No. 2022-0198, Sections 10.2 , City Council approval is required to establish CIP projects.

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City. Park naming is part of the Park Development Process as outlined in the City of Sacramento’s 2005-2010 Parks and Recreation Master Plan.

Economic Impacts: The cost of a park sign is included in the park development budget.

Environmental Considerations:

California Environmental Quality Act (CEQA): The construction of a new park sign and plaques is exempt from environmental review pursuant to CEQA Guidelines Section 15303, New Construction or Conversion of Small Structures.

Sustainability: Not Applicable
Commission/Committee Action The skate park naming was considered by the Parks and Community Enrichment Commission at its March 2, 2023, meeting. The Parks and Community Enrichment Commission recommended approval of naming the skate park as Tyre Nichols Skate Park.

Rationale for Recommendation: Naming the skate park at Regency Community Park as Tyre Nichols Skate Park is consistent with the City’s Facility Naming Policy. The policy allows for facilities to be named for historical significance, distinct developmental features, neighborhood, community, or access streets, or an individual who has contributed substantially to the community or the facility, with priority for a deserving local individual. In this case, the public outpouring and support for Tyre Nichols and his family has coalesced support for immediately naming this skate park in his honor, before the usual 1 year threshold stated in the policy..

Financial Considerations: There are sufficient funds in the Park Impact Fee Available Fund (3204) balance to support the proposed transfer of $20,000 to Tyre Nichols Skate Park Improvements CIP (L19169300)
