Description/Analysis
Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is recommending that the City Council approve funds transfer for various park projects.

Per Reso 2022-0198, Section 18.13, Each fiscal year, any unspent MU Fund (Fund 2401) appropriations in Youth, Parks and Community Enrichment Department on June 30 must be

transferred to MU Park Improvements CIP (L19706000), Citywide Pool Assess/Repair CIP (L19706500) or Recreation Facility Improvements CIP (L19800200) until the backlog of deferred maintenance, for existing projects within the programs, are complete. Part of the funding from the unspent MU funds from FY2021/22 were meant to go to projects on the deferred maintenance list but not listed in the three approved projects in section 18.13. Those projects are Sutter’s Landing (L19167000), McClatchy Field Renovation (L19911900), Airport LL Field Renovation (L19912000), Del Paso Sports Complex Lighting (L19911800), Robertson Park Restroom (L19190100) and Lawrence Park Improvements (L19129110) project.

The requested funding transfers will assist in meeting the stated intent of the resolution by funding existing deferred maintenance projects. This fund transfer is an administrative procedure so all funds are in one CIP for ease of tracking and will supplement City and grant funds to existing CIP projects.

Policy Considerations: As stated in City Council Resolution No. 2022-0198, Section 10.2 and

10.11, City Council approval is required to transfer funds exceeding $250,000.

Providing parks and recreation facilities is consistent with the City’s General Plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

Economic Impacts: None
Environmental Considerations: California Environmental Quality Act (CEQA): This report concerns fiscal activities that do not constitute a "project" as defined by the CEQA Guidelines Section 15378(b)(4). Environmental review of each project will occur before construction is authorized.

Sustainability: Not Applicable
Commission/Committee Action: Not Applicable
Rationale for Recommendation: The City has received funding from various agencies. YPCE staff wishes to implement these park improvement projects for scheduling considerations related to funding, design, construction, and project delivery to meet various grant deadlines. The fund transfers are needed to supplement funding and to deliver the existing deferred maintenance projects.

Financial Considerations: There is sufficient funding in the Measure U Park Improvements project (L19706000) to make the requested appropriations for the projects listed below.
