Description/Analysis
Issue Detail: On December 13, 2022, City Council adopted Resolution No. 2022-0399, authorizing the City of Sacramento, Department of Utilities to accept the coordinated grant award from Sierra Institute, for the City’s Leak Free Sacramento program in the amount of $300,000. However, the resolution approved by City Council incorrectly referenced the project fund 6211.
The Office of the City Clerk advised department staff that to correct the fund, an administrative correction must be presented and approved by the City Council.
Policy Considerations: Council Resolution 2022-0198 requires Council approval to apply for operating grants of more than $250,000.
File ID: 2023-00342 4/4/2023 Consent Item 5.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA) : It has been determined that the proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b). The activity is not subject to CEQA. [CEQA Guidelines Section Number 15060(c)(3)].
Sustainability: The project is consistent with the City's Sustainability Master Plan goal by enabling DOU to continue to improve flood protection and provide public safety to the residents.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The Sierra Institute for Community and Environment coordinated a regional effort grant application for the California Department of Water Resources (DWR) Urban and Multibenefit Drought Relief Grant Program and the City is listed as a recipient. The funding will be used in the continuous effort to reduce water leakage in the Leak Free Sacramento program.
Financial Considerations: The Funding Agreement with Sierra Institute awards the City of Sacramento $300,000 in grant funding as a sub-recipient. Correction of the original resolution requires adjustment to the revenue and expense budgets in the FY23 DOU Operating Grant Program (G14230100, Fund 6205) for an amount not-to-exceed $300,000. There is no match required for this grant funding.
Local Business Enterprise (LBE): Not applicable.
