Additional Description/Analysis
Issue Detail: Over the course of the last year the Office of Diversity & Equity (ODE), ARPA Program Office, and Crowe LLP (Crowe) have worked together to implement the City of Sacramento’s IRRT.

Introduced in October of 2021, the IRRT will assist in advancing racial equity outcomes through ARPA program and project design and funding processes.

The IRRT can be used by City staff at any stage of the funding process as an assessment tool. In addition, the IRRT can be used as a guiding tool to disburse funds with a racial equity lens.

The ODE and Crowe will provide a presentation on how the IRRT has been applied to existing projects. Crowe has identified 26 projects, totaling approximately 30% of the total ARPA Reinvestment Fund amount of $112 million, that have already implemented the IRRT or would benefit from implementing the IRRT. The City has expended approximately 50% of its ARPA funds to date.

In December 2022, the City released its American Rescue Plan (ARP) Community Investment Dashboard, which was developed in coordination with Crowe to provide fiscal and project status information on the City’s community ARPA investments. Crowe will also provide a presentation on the ARP Community Investment Dashboard.

Together, the IRRT and the ARP Community Investment Dashboard show how the City is working toward applying trends and considerations on applying a racial equity lends to its ARPA funded projects.

The presentation will provide an overview of trends and considerations around applying a racial equity lens to ARPA funded projects.
