Staff recommends the City Council approve Change Order No. 2 with All- American Construction Inc. for City Agreement No. 2022-0849 to provide funding for various items over the original bid quantity amount associated with the additional construction performed on the intersection of Truxel Road and West El Camino Avenue in the amount of $36,539. With the approval of Change Order No. 2, in addition to the original contract amount of $1,536,569 and executed Change Order No. 1 of $120,050, the new total not-to-exceed amount is $1,693,158.

No contract time is added for this change order.

Policy Considerations: City Council action is required to approve change orders with a cumulative total that exceed the City Manager’s authority per City Code 3.60.210.

Economic Impacts: The execution of Change order No. 2 is expected to create 0.15 total jobs (0.08 direct jobs and 0.07 jobs through indirect and induced actives) and create $22,560 in total economic output ($14,220 of direct output and another $8,340 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has determined that West El Camino Avenue Rehabilitation is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Categorical Exemption-State Class 1 & 3 and Section Number(s) 15301(c) and 15303.

Projects exempted under Class 1 & 3 and Section Number(s) 15301(c) and 15303 consists of the operation, repair, or minor alteration of public streets, sidewalks, gutters, bicycle lanes, and similar facilities involving no expansion of use [15301(c)]. The project also consists of the construction, location, installation of new small equipment (15303). There would be no significant effect on the environment.

Sustainability Considerations: The project is consistent with sustainability goals of promoting walking by developing a universally accessible, safe, convenient, integrated, and well- connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable

transportation alternatives helps to reduce single-occupant vehicle use and contribute towards Sacramento’s climate change goals.

Commission/Committee Action: The West El Camino Avenue Rehabilitation Project was presented to the Active Transportation Commission August 18, 2022, and the Disabilities Advisory Commission September 7, 2022. Project input was received.

Rationale for Recommendation: Change Order No. 2 is needed to provide compensation for quantity item overages associated with the construction on the intersection of Truxel Road and West El Camino Avenue.

Financial Considerations: The estimated total cost to complete design and construction activities for the 2021 Transportation Corridor Program-West El Camino Avenue Rehabilitation Project (R15210000) is approximately $2.8 million. There is sufficient funding available in the 2021 Transportation Corridor Program to execute the Change Order No. 2 in an amount not to exceed $36,539 and cover the remaining staff time for the West El Camino Avenue Rehabilitation Project and other program related costs.

Local Business Enterprise (LBE): All-American Construction, Inc. is not an LBE, but has partnered with two LBEs, Anrak Corporation and Pavement Coatings Inc. for this project to exceed the minimum LBE participation requirement. Anrak Corporation will provide 2% and Pavement Coatings Inc. will provide13.4% services. The contract award will comply with the LBE participation requirement goal of 5%.
