Issue Detail: The Building Forward Library Facility Improvement Program is the largest single investment made by the State of California to public libraries. The Grant has been divided into round

1 and round 2, with round 1 awards issued in September and October of 2022, and round 2 applications due May 18, 2023.

In round 1, The State Library awarded over $313 million in grants to 246 local libraries to address some of the most pressing life-safety and critical maintenance needs in 182 cities across 34 counties.

The City of Sacramento was successful in receiving about $7.9 million in grant funding for four libraries including:

1. A major rebuild of the Martin Luther King Library for total project cost of approximately $8.3 million, of which about $5.6 million is from grant funding and about $2.8 million is City grant match funding.

2. The partial roof replacement, HVAC chiller upgrade, and elevator modernization at Central Library for total project cost of approximately $1.4 million, of which about $930,000 is grant funding and about $465,000 is City grant match funding.

3. The roof replacement at Del Paso Library for at total project cost of approximately $305,000, of which about $203,000 is grant funding and about $102,000 is City grant match funding.

4. The repairs to the damaged exterior wall tiles, roof repairs, and HVAC upgrades for the Belle Cooledge Library for a total project cost of approximately $1.8 million, of which about $1.2 million is grant funding and about $602,000 is City grant match funding.

City staff are currently working with key stakeholders and the Sacramento Public Library Authority on the implementation plans for the projects.

The City submitted the project for converting the former Sacramento News & Review (SNR) building into the new North Sacramento Hagginwood Library (NSHL) as part of round 1, however the project was not chosen. Therefore, the City is requesting to resubmit the project for round 2.

As part of the round 2 process, the City submitted a pre-application of interest for round 2 for North Sacramento Hagginwood Library in December 2022. The State Library opened the formal application process for round 2 on March 16, 2023, with applications due no later than May 18, 2023. Awards for round 2 are expected to be announced in September 2023.

The round 2 grant request for the NSHL includes moving the 4,000 square foot library from a leased building located at 2109 Del Paso Blvd to the 17,000 square foot building that was the former SNR building located at 1124 Del Paso Blvd. The City purchased the SNR building in 2021 with the intent of moving the Library into the building in the future. The SNR building needs major repairs and tenant improvements to be transformed into a public library.

Policy Considerations: This grant would support funding to improve library facilities and services, consistent with the mission of the Library. It also supports the following General Plan policies:

ERC 3.1.1 Adequate Services and Facilities. The City shall ensure adequate library services and facilities are maintained for all residents.

ERC 3.1.7 Funding. The City, in conjunction with the Sacramento Public Library Authority, shall explore methods of financing new library facilities and expanding and upgrading existing facilities.

Economic Impacts: None
Environmental Considerations:

California Environmental Quality Act (CEQA): Under the California Environmental Quality Act (CEQA) guidelines, continuing administrative activities such as grant applications do not constitute a project and are therefore exempt from review. Any projects that are awarded grant funding will undergo necessary environmental review.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The projects identified in this report meet the objectives of the grant program, will provide funding for critical life safety and maintenance projects, and provide for investing in some of the communities that are most in need.

Financial Considerations: The City received approval for round 1 funding for the California State Library Building Forward Library Facilities Improvement Grant Program as of March 13, 2023, in the amount of $7,899,118. The City has identified the matching funds for the grant of $3,949,559 for a total of $11,848,677 in total projects. Staff recommends establishing revenue and expenditure budgets for projects that have been established in (Other Capital Grants, Fund 3704) the Grants:

C15000840 for Martin Luther King Library Renovation for $5,562,774 (City matching funds of $2,781,387), and within C13900000 City Facility Reinvest Program for Central Library Major Repairs, Del Paso Library Roof Replacement, and Belle Cooledge Library exterior tile for $2,336,334 (City matching funds of $1,168,172).

Round 2 caps awards at $10 million in grant funds per library. The grant requires a dollar-for-dollar local match; however, applicants may apply for a reduction to their required match based on the library’s Local Income Per Capita (LIPC) levels. The City of Sacramento Library’s LIPC, according to the California State Library, is designated at a 1.5 calculation match for all the libraries proposed in this recommendation. Staff will be submitting a Match Reduction Justification Request as part of the grant application process. If approved the City’s match will be 50 cents for every grant dollar.

If the round 2 NSHL grant is approved and fully funded, and the match reduction request approved, the City would be awarded up to $7.2 million, with a required match up to $3.6 million. For the City match, available funds in the North Sacramento Library Relocation Project (C15000850) (Measure U

Fund 2401) would be used, however, depending on the final grant award, there could be a funding gap that would need to be filled.

Staff will return to the City Council to establish the revenue and expense budgets if the North Sacramento Hagginwood Library is awarded a grant in round 2.

Local Business Enterprise (LBE): Not applicable.
