Additional Description/Analysis
Issue Detail: The 2021-22 State Budget (SB 170) included a total of $35.3 million in appropriations for programs and projects within the City of Sacramento. In May 2022, Council approved Resolution No. 2022-0151 approving the grant agreements with the State of California Natural Resources Agency (CNRA) for $13.5 million in SB 170 grants for Community Reinvestment Projects and $10 million for the Lower American River Parkway Projects for a total of $23.5 million. There are eight City Capital Improvement Projects (CIPs) receiving $7.85 million in grant funds. The City will serve as a passthrough for 18 agencies and non-profit organizations that are designated to receive portions of the CNRA grants totaling the remaining $15,650,000.
Resolution 2022-0151 also approved the establishment of the CIPs and their respective revenue and expenditure budgets.
File ID: 2023-00381 5/2/2023 Consent Item 14.
Subsequent extended discussions between City Accounting and Budget staff resulted in the conclusion that the grant funds should be held in a MYOP rather than a CIP as not all the projects are capital assets. It was determined that a new MYOP should be established with a child project for each grant subrecipient, replacing L19001400 and the related child projects. Funding would also be moved from L19001400 to the new MYOP. The Department will work with Accounting to move any expenses already incurred.
Policy Considerations: City Council approval is required to establish MYOP projects and make the budget appropriations.
Economic Impacts: None
Environmental Considerations: Not Applicable
Sustainability: Not Applicable
Commission/Committee Action: [Not Applicable
Rationale for Recommendation: After careful review by City Budget and Finance, it was determined that the appropriate project for this type of grant and for reporting purposes a MYOP is needed instead of a CIP.
Financial Considerations: Funding for the Community Reinvestment and Lower American River Parkway Access Improvements grants in the amount of $15,650,000 is currently held in L19001400 (Fund 3704) and will be moved to the new MYOP I19101400. Expenditures already processed for the L19001400 project will be journalled to the corresponding new MYOP project I19101400.
Local Business Enterprise (LBE): Not Applicable
