Description/Analysis
Issue Detail: Staff recommends City Council reject all proposals received for the RFP# P23081361006 Workers’ Compensation and Non-industrial Medical and Psychological Services for City Employees and Job Applicants.
On February 15, 2023, the Risk Management division of the Human Resources Department issued a Request for Proposals (RFP) (RFP# P2308136006) Workers’ Compensation and Non-industrial Medical and Psychological Services for City Employees and Job Applicants. On April 4, 2023, the RFP closed and staff became aware of technical issues that some potential proposers experienced with the RFP posting on the PlanetBids system, which greatly limited submissions. The system announcement of the RFP was not properly broadcast to all potential proposers for relevant categories. Some proposers experienced access problems when trying to upload proposal documents.
File ID: 2023-00573 5/2/2023 Consent Item 16.
Because of these identified issues, staff did not commence the proposal review panel process. Staff intends to relaunch this RFP immediately so that the opportunity is broadcast to all potential proposers in the relevant categories. Staff will also notify those who submitted proposals to the original RFP to resubmit their proposals under the new RFP.
Policy Considerations: City Council action is required to reject bids received for a contract of $250,000 or more.
Economic Impacts: None.
Environmental Considerations: This report concerns an administrative activity that does not constitute a “project” as defined by the California Environmental Quality Act (CEQA) Guidelines Section 15378 and is not subject to the provisions of CEQA Guidelines Section 15060(c)(3).
Sustainability: None.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: It is in the City’s best interest to provide equitable access for all interested proposing agencies, including those who would have submitted a proposal if there were no system issues.
Financial Considerations: None.
Local Business Enterprise (LBE): LBE preference was applied to this RFP.
