Events of the past few years have demonstrated the how short-sighted it is not to devote more energy--and more money--to addressing the climate crisis. Of course the climate crisis cannot be solved in Sacramento alone, but global action is made up of millions of small actions, as well as moderate-sized actions on the level of those taken by a small city like Sacramento. If we do not do our part, then paradoxically it will be harder to meet the funding needs of the other budget categories as ongoing climate change will continue to result in worse droughts and floods, hotter temperatures, and even more pandemics, all of which stress city finances.
Please consider increasing funding to address our generation's most urgent need--the climate emergency.

As a Board member of Sacramento Alliance for Regional Arts (SARA) and Executive Director of NorCal School of the Arts, I am expressing my support of the proposed 2023-24 City of Sacramento budget for the Office of Arts & Culture. Thank you for your past commitment and visionary leadership in making historic levels of relief funding available to the sector while understanding how the arts help impact and drive vibrancy to our creative economy.
Y our support has been a lifeline for students, artists, organizations and cultural practitioners emerging from the pandemic. Never before in our city’s history have we needed art more and while the sector is vital, it is also vulnerable. The arts have a huge impact on the economic and emotional health of a community and will help Sacramento connect and heal as the effects of the pandemic still linger. The arts help engage communities in change and create a space for public dialogue. This additional support of the Office of Arts & Culture will help facilitate the ongoing partnership between the city and Sacramento’s arts and cultural practitioners. Together, we will increase the economic vitality of the city as we partner with you to stimulate investments and boost tourism.
Thank you for approving this budget and protecting, investing and building Sacramento’s creative future.

Honorable Mayor, Vice Mayor, Mayor Pro Tempore, and Councilmembers, my name is Candelaria Vargas and I am a board member for the Latino Center of Art and Culture. I am writing in support of the $1.5 million in additional support for the Office of Arts & Culture. This includes, in particular, an additional $500,000 for the Cultural Arts Awards program, $200,000 for capacity building for arts and cultural organizations, $150,000 for Sacramento Film + Media, and $650,000 to support neighborhoods, creative placemaking and creative space.
The Latino Center of Art and Culture's mission is to foster artistic, economic and cultural development of the Sacramento region's Latine community by presenting, exhibiting, and providing excellent artistic programs and services to Latine artists, organizations and families. As the oldest cultural institution in Sacramento dedicated to preserving and elevating Latino/Chicano artistic expression, we continue to provide accessible and exceptional artistic programming to families within and throughout the Sacramento region. Moreover, our programs bring together over 20,000 people every year and provide the space for individual artists to make a living by averaging nearly $1,000 in sales per programmatic day. The success of our Sacramento Artist Corps which was developed and implemented in 2020 through CARES funding further exemplified the power of investing in the arts to promote and nurture healthier communities. Through support from grants like the Cultural Arts Award we have been able to provide the crucial assistance to our almost exclusively volunteer-run organization. We know that in order to build capacity and execute a sustainable funding model we need investment from the City of Sacramento. We appreciate your thoughtful consideration of the budget, and we hope that you continue to champion the arts, culture, and creative economy throughout Sacramento. Thank you.

The Latino Center of Art and Culture's mission is to foster artistic, economic and cultural development of the Sacramento region's Latine community by presenting, exhibiting, and providing excellent artistic programs and services to Latine artists, organizations and families. I do not support the current draft budget proposal which doesn't include any additional funding for Climate Action and Sustainability. This current city program has two staff members but the lack of capacity and council direction is greatly impacting climate efforts. More funding, staffing and active direction by council members are necessary so that the city can implement the adopted recommendations of the Mayors Commission on Climate Change is necessary. This must be a budget priority.

On behalf of Capitol Creative Alliance, I am writing in support of the $1.5 million in additional support for the Office of Arts & Culture. This includes, in particular, an additional $500,000 for the Cultural Arts Awards program, $200,000 for capacity building for arts and cultural organizations, $150,000 for Sacramento Film + Media, and $650,000 to support neighborhoods, creative placemaking and creative space. Our mission at Capitol Creative Alliance is to champion and inspire the creative community to build a thriving Sacramento region. We believe a healthy creative community has the power to elevate our region’s quality of life and economic prosperity. This year will be our fifth year hosting Design Week Sacramento, which is a celebration of our creative community.
Throughout the week, we see an average of 3,000 attendees who tour design studios, attend panels and workshops, and who convene at locations throughout our region. We also host Creativity Speaks, a speaker series with guest speakers from various creative fields. Our goal is to encourage non-traditional creatives to have an open and honest dialogue and encourage traditional creatives to be exposed to a different perspective. We would benefit immensely from an additional $500,000 for the Cultural Arts Awards program and an additional $200,000 for capacity building. As a volunteer-run organization, we know that in order for us to sustain our program and to continue serving creative professionals in Sacramento, we need sustainable funding, and we need an investment from the City of Sacramento. We appreciate your thoughtful consideration of the budget, and we hope that you continue to champion the arts, culture, and creative economy throughout Sacramento. - Amanda Sanchez, Executive Director, Capitol Creative Alliance Liv Moe

As Board President of the Sacramento Alliance for Regional Arts (SARA) and a resident of District 7 in Sacramento, I would like to voice my support for the proposed funding for the Office of Arts and Culture (OAC) in the 2023-24 city budget. The arts are critical to restoring our city's vibrancy as we continue to rebuild from the pandemic. In addition to my work with SARA, I am also the ED of Verge Center for the Arts, an organization that produces Sac Open Studios, the region's largest annual, county-wide, free art event. Last year Sac Open Studios supported 273 artists and attracted 30,000 attendees over two weekends with participating artists averaging $1,000 in sales per artist per weekend. In addition to artist income tour goers contributed to local economies through lunches, happy hours, and dinners in every city council and county supervisor district in the region. Sac Open Studios is a program supported by a Cultural Art Awards grant through the OAC and is a great example of the economic stimulus produced through art activities in our city. The arts are vital to both the mental and financial health of this city and I am delighted to see the current budget investing in this essential resource.

I am resident of District 6, an artist, arts business owner, and board member for the Capitol Creative Alliance. I am writing in support of the proposed 2023-24 City of Sacramento budget for the Office of Arts and Culture which includes: $1.5 million in additional support for the Office of Arts & Culture. The arts provide an array of benefits for community members including stress reduction, increased confidence, and social connection. The arts are also an economic driver. According to the Arts and Economic Prosperity survey by Americans for the Arts, arts and cultural event attendees also spend money at local businesses (including shops, restaurants and hotels) as a result of attending events. As an artist myself, I am deeply involved in the arts community and know many individual artists and arts non-profit leaders who continuously face financial challenges due to a lack of investment in the arts. This proposed funding will reduce some of the financial stress of artists and arts workers so they can better serve their communities. -Justina Martino, Art Tonic Allison Cagley

On behalf of Friends of Sacramento Arts and a 37-year resident of District 3, I am writing in support of the proposed 2023-24 City of Sacramento budget for the Office of Arts and Culture. The proposed budget includes:
$1.5 million in additional support for the Office of Arts & Culture. In particular, the proposed budget includes an additional $500,000 for the Cultural Arts Awards program, $200,000 for capacity building for arts and cultural organizations, $150,000 for Sacramento Film + Media, and $650,000 to support neighborhoods, creative placemaking and creative space. Commitment to a thriving arts and creative economy must be maintained with adequate financial resources as we move out of the pandemic crisis. After years of isolation, our city’s residents crave the opportunities to reconnect and heal – the arts play a critical role in the social-emotional and economic health of our community. Thank you for thoughtful consideration to approve this budget and continue to be a leader in investing in the arts and culture of our City. - Allison Cagley, Executive Director, Friends of Sacramento Arts.
