Additional Description/Analysis
Issue Detail: The Richards Boulevard/I-5 Interchange provides primary access to the Railyards and River District areas from Interstate 5. Development consistent with the adopted Specific Plans for these areas will add a significant number of higher density housing, retail, entertainment venues, a hospital, and businesses, resulting in a substantial increase of traffic in the area even though these areas will be well served by transit and are located adjacent to the urban core. The Richards Boulevard/I-5 interchange ramps currently operate at deficient levels, as indicated by lengthy traffic queues onto mainline Interstate 5 and Richards Boulevard during peak hours. The situation will continue to degrade as development occurs in the area unless improvements are made to the interchange.
On January 8, 2019, a professional services agreement was executed with WSP USA (City Agreement 2019-0042) to provide professional services to complete preliminary engineering and environmental documentation for the Richards Boulevard/ I-5 Interchange project (T15165100) .
The
project is intended to improve existing and anticipated operational deficiencies and provide for better bicycle and pedestrian access through the interchange along Richards Boulevard to the waterfront and existing trails. Without the improvements, traffic congestion levels are anticipated to result in gridlock throughout the River District. The preferred alternative for the new interchange was established through community engagement and interagency coordination with Caltrans and the Federal Highway Administration (FHWA). The proposed improvements are available for viewing online at
<http://www.cityofsacramento.org/Public-Works/Engineering-Services/Projects/Current- Projects/Interstate-5-Richards-Boulevard-Interchange-Project>.
As a federally-funded project on the Interstate Highway System, Caltrans is assigned to provide National Environmental Policy Act (NEPA) oversight. Caltrans’ technical staff has directed the City to modify the level of NEPA clearance from a Categorical Exclusion (CE) to an Environmental Assessment (EA) given the complexity of the project. This level of environmental documentation effort was not included in the original professional services agreement and requires a supplemental agreement for the increase in scope of services.
The Richards Boulevard/I-5 Interchange Project (T15165100) and the Cosumnes River Boulevard / I -5 Interchange and Extension Project (T15018000) were both included as capital projects identified in the Measure A countywide transportation sales tax ballot measure approved by voters in 2004.
The Measure A capital plan provides partial funding towards specific large capital projects. The City completed the Cosumnes River Boulevard project several years ago and was able to save $1,615,862 in Measure A funding to reallocate to the Richards Boulevard/I-5 project. On March 9, 2023, the STA Board approved an amendment to the New Measure A Capital Project Allocation and Expenditure contract (City Agreement No. 2015-1737) to reflect this the transfer and make the funding available to the Richards Boulevard/I-5 Interchange project.
Policy Considerations: The project is consistent with the City General Plan goals and key policies of providing a comprehensive transportation system that supports the social, economic, and environmental vision, goals, and objectives of the City that is effectively planned, funded, managed, operated, and maintained. The project promotes improved level of service operations at the Richards Boulevard/I-5 Interchange (General Plan M1.2.2), cooperation with Caltrans to address cumulative effects of planned development on the freeway system (General Plan M1.5.7), and the

maintenance of transportation facilities to preserve the quality of the system (General Plan M1.1.4).
This project is also included in the River District Specific Plan and the Railyards Specific Plan.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA ): The proposed actions to increase budget and amend contracts are administrative activities and are therefore not a project as defined in CEQA per CEQA Guidelines section 15378(b)(2). The Richards Boulevard/I-5 Interchange project (T15165100) is currently under environmental review and is anticipating an Initial Study - Mitigated Negative Declaration (IS-MND) for CEQA and an Environmental Assessment - Finding of no Significant Impact (EA - FONSI) for NEPA. WSP USA is preparing a joint CEQA/NEPA environmental document per Caltrans guidelines.
Sustainability: The project supports development of higher density infill and transit-oriented development in the Railyards and River District Specific Plans, and therefore supports development that uses less land, is located near the urban center, and will result in reduced per-capita vehicle miles travelled (VMT), allowing the City to accommodate new growth in a more sustainable manner.
Commission/Committee Action: The project was presented to the Disability Advisory Committee on March 3, 2021. They supported the project but had some minor comments on ADA-accessibility which have been incorporated in the preliminary design.
Rationale for Recommendation: While preparing environmental technical studies for the project, Caltrans Headquarters staff directed the City to prepare a publicly circulated Environmental Assessment instead of a NEPA Categorical Exclusion as originally scoped. Approval of Supplemental Agreement No. 12 is needed to include the additional scope of services as part of the Project Approval and Environmental Document (PA&ED) phase of the project.
Approval of the amendment to the New Measure A Capital Project Allocation and Expenditure contract (City Agreement No. 2015-1737) allows for savings in Measure A funds from the Cosumnes River Boulevard Extension project to be transferred to the Richards Boulevard/I-5 Interchange project.
Financial Considerations: At this time, the City has only obtained full funding for the planning and environmental phase of the Richards Boulevard/ I-5 Interchange (T15165100). The total estimated cost for this phase is approximately $6.2 million. The proposed budgetary actions will provide an additional $1,615,862 (New Measure A Capital, Fund 2023). There is sufficient funding within the Richards Boulevard/I-5 Interchange Project to execute Supplemental Agreement No. 12 with WSP USA for $211,962 for a new not-to-exceed amount of $3,948,627, complete this phase of work, and support the design phase if the City is awarded design funds through a pending grant application with the Sacramento Area Council of Governments (SACOG).
File ID: 2023-00421 5/9/2023 Consent Item 4.
Full funding for construction of the project has not yet been secured. It is expected that it will require a combination of Measure A funds, development fees, and significant future grant funding.
There are currently no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): This is a federally-funded project so Disadvantaged Business Enterprise (DBE) requirements apply. LBE requirements are held in abeyance.
RESOLUTION NO.
Adopted by the Sacramento City Council
Supplemental Agreement and Budgetary Adjustments:
Richards Boulevard/I-5 Interchange Project (T15165100)
BACKGROUND
A. The Richards Boulevard/I-5 Interchange provides primary access to the Railyards and River District areas from Interstate 5. Operation of the Richards Boulevard/I-5 interchange ramps is currently deficient as indicated by lengthy traffic queues onto mainline Interstate 5 and Richards Boulevard during peak hours.
B. On January 8, 2019, a professional services agreement was executed with WSP USA (City Agreement 2019-0042) to provide professional services to complete preliminary engineering and environmental documentation for the Richards Boulevard/I-5 Interchange Project (T15165100). The project will improve existing and anticipated operational deficiencies and provide for better bicycle and pedestrian access through the interchange along Richards Boulevard and Jibboom Street to the waterfront and trails. Without the project the congestion levels are anticipated to result in gridlock throughout the River District. The project team is developing the preferred alternative through community and agency coordination with Caltrans and the Federal Highways Administration.
C. This is a Federal-Aid project on the Interstate Highway System. As the assigned National Environmental Policy Act (NEPA) oversight agency, Caltrans, through technical staff review, has directed the City to modify the level of National Environmental Policy Act (NEPA) clearance from a Categorical Exclusion (CE) to an Environmental Assessment (EA) given the complexity of the project. This level of environmental work was not included in the original agreement and requires a supplemental agreement.
D. The Richards Boulevard/I-5 Interchange Project and the Cosumnes River Boulevard / I-5 Interchange and Extension project (T15018000) were both included as capital projects in the Measure A countywide sales tax ballot measure approved by voters in 2004. The Cosumnes River Boulevard / I-5 Interchange and Extension project is complete with a savings of $1,615,862 in Measure A funding. On March 9, 2023, the Sacramento Transportation Authority (STA) Board approved the fifth amendment to the New Measure A Capital Project Allocation and Expenditure contract (City Agreement No. 2015-1737) to authorize the transfer of this funding to the Richards Boulevard/I-5 Interchange project.
