Additional Description/Analysis
Issue Detail: The Fire Department, in conjunction with City Fleet, has identified funding shortfalls in the Fire Apparatus Program Capital Improvement Project (CIP) (F12000300). The funding shortfall is due to rising costs across all Fire vehicle builds. The Department has identified up to $2 million of General Fund (Fund 1001) additional revenue in FY 2022/23. On June 30, 2023, it is requested that the additional revenue be moved to help address the funding shortfalls in the Fire Apparatus Program CIP (F12000300).

The Fire Department needs to increase its ambulance fleet. These ambulances will assist the

Department in deploying the Single Role Emergency Medical Services delivery model. The proposed Single Role (EMS) delivery model is adding ambulances to better serve the community and preparing for year two of the Single Role program. With the extensive time required to order and receive new ambulances, it was agreed upon by Fire Department, City Fleet, and City staff to start the funding and purchasing of those ambulances in FY 2022/23. The Department has identified funds available in the Intergovernmental Transfer commitment of the General Fund balance (Fund 1001) to make the necessary purchases.

Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Section 3.04.

Economic Impacts: None.

Environmental Considerations: No environmental review is necessary because the recommendations in this report involve the purchase of vehicles and are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: The Fire Department is recommending the authorization to increase the FY 2022/23 Fire Departments revenue budget and increase the expenditure budget of the Fire Apparatus Program CIP (F12000300) up to $2 million to assist in the purchasing and needed funding of Fire Apparatus in future years. This funding will assist Fire and City Fleet in making the necessary purchases in a timely manner with sufficient funds. Currently, the Fire Apparatus Program CIP (F12000300) has a funding shortfall, and the increase to the CIP (F12000300) budget will help reduce the current funding shortfall.

Additionally, the Fire Department is recommending authorization to increase the revenue and expenditure budget of the Advanced Life Support (ALS) Equipment program CIP (F12000200) by $534,000. The Department requests to transfer the $534,000 from the Intergovernmental Transfer commitment of the General Fund Balance (Fund 1001) to the ALS CIP (F12000200). This funding will assist Fire and City Fleet in making the necessary Ambulance purchases for the proposed Single Role program.

Financial Considerations: The recommended funding for both the Fire Apparatus Program (F12000300) and Advanced Life Support (ALS) Equipment (F12000200) CIP’s is essential for the future Fire Department fleet purchases.

Therefore, staff has identified up to $2 million in additional revenue in FY 2022/23 to help provide funding for the Fire Apparatus Program (F12000300) to help bridge the funding shortage to make

necessary purchases in future fiscal years related to Fire Apparatus vehicle replacements.

In addition, staff is also recommending an increase to the revenue and expenditure budget of the Advanced Life Support (ALS) Equipment (F12000200) CIP in the amount of $534,000 to purchase the needed ambulances for the proposed single role program. An appropriation in the amount of $534,000 from the Intergovernmental Transfer (IGT) commitment of the General Fund balance (Fund 1001) to the ALS Equipment Program (F12000200) is requested to cover the costs of these two units.

Sufficient resources are available in the IGT commitment of the General Fund balance to complete the recommended appropriation.

E. An increase to the Advanced Life Support (ALS) Equipment Capital Improvement project (F12000200) is necessary to procure the needed ambulances for the Single Role program. Additionally, an appropriation in the amount of $53 4,000 from the Intergovernmental Transfer (IGT) of General Fund balance to the ALS Equipment program is required to cover the costs of the two units.
