Additional Description/Analysis
Issue Detail: On June 14, 2022, City Council approved the Measure U funding for the Fire Department Diversity, Outreach and Recruitment (DOR) Division. This Measure U funding was included as part of the second year of the DOR program. The second year of funding included student intern positions and supplies and services for the EMS Intern program. The Department worked diligently throughout the fiscal year to start the EMS Intern program however, this took extensive time to complete, resulting in expected expenditure savings this fiscal year.

The creation of a MYOP for the Fire Department DOR division, will allow the continuation of the program and flexibility to fund additional student interns and/ or additional educational supplies for the EMS Interns.

Policy Considerations: The recommended action requires City Council approval pursuant to City Council Resolution 2022-0198, Section 13.2; City Council approval is required for the establishment of a MYOP.

Economic Impacts: Not applicable.

Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by the California Environmental Quality Act (CEQA) [CEQA Guidelines Section 15061 (b) (3); 15378 (b) (2)].

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The Department is recommending the authorization to establish a MYOP for the Fire DOR program. Establishing this project will assist the Department in the future year with hiring additional EMS Interns and/or increased educational costs from the expenditure savings that were not able to be spent on the budgeted EMS interns for the majority of the FY 2022/23.

Additionally, the Fire Department is recommending to transfer any unspent DOR division Measure U Fund (Fund 2401) appropriations at June 30, 2023 to the identified MYOP.

Financial Considerations: This report recommends the establishment of the Fire - Diversity, Outreach and Recruitment Program MYOP (I12000200) and to transfer any unspent Measure U Fund (Fund 2401) appropriations to the project on June 30, 2023, for EMS Interns and/or increased education costs.

The following financial authority will be included in the Budget Resolution beginning in FY2023/24. · Each year, any unspent Measure U Fund (Fund 2401) appropriations in the Diversity, Outreach and Recruitment (DOR) Program on June 30 must be transferred to the Fire - Diversity, Outreach and Recruitment Program (I12000200) MYOP as long as any Fire Department year-end deficits can be covered with available year-end G/MU Fund (Fund 1001/2401) budgetary surplus.

Local Business Enterprise (LBE): Not Applicable.
