Additional Description/Analysis
Issue Detail: The Sacramento Area Council of Governments (SACOG) requires agencies to submit an annual “claim” to get reimbursement for state Transportation Development Act (TDA) funds that are administered by SACOG and allocated to individual agencies based on population. The City of Sacramento is allocated TDA funds for transit purposes. Of the annual total, 98% of the City’s allocation is provided to Sacramento Regional Transit. The remaining 2% can be used for bicycle and pedestrian facilities and maintenance; this allocation is provided to the City to administer funds and seek reimbursement.

TDA fund estimates are budgeted to specific projects annually as part of the Capital Improvement Program. For FY22/23, the City budgeted $200,000 of TDA for the Active Transportation Program (T15180400) for capital improvements. This funding is then often transferred to specific active transportation projects, often to leverage grant funds. Another $200,000 was budgeted in the Pedestrian and Bike Trail Repair and Maintenance Program (K15222100). This funding is used to provide maintenance and repair of existing bike trails.

In March 2023, SACOG revised its estimates to increase the expected funds available. Based on updated revenue estimates for Fiscal Year (FY) 2022/23, a total of $654,823 may be claimed for reimbursement, higher than the amount that was originally budgeted. Only funding spent can be submitted for reimbursement; some funds can be budgeted but not yet fully expended during the fiscal year.

In order to implement all TDA funding and spend it so the City can seek reimbursement, staff recommends adding TDA funds to budgets of two large bike trail projects (Del Rio Trail and Two Rivers Trail) to replace the Measure A funds currently budgeted in those projects. The additional Measure A funds will then be added to the Active Transportation Program and assist in providing some additional funding to addressing the enormous backlog in bikeway projects and address inflationary cost increases in existing projects.

Policy Considerations: Providing bike and pedestrian facilities to promote alternative transportation needs is consistent with the City’s General Plan goals for an integrated, multi-modal transportation system that offers attractive choices among modes including pedestrian paths, public transportation, roadways, bikeways, rail, waterways, and aviation. This action is consistent with the City’s Bikeway Master Plan.

Economic Impacts: Not Applicable.

Environmental Considerations:

California Environmental Quality Act (CEQA): This action is an administrative activity and is not a project under CEQA Guidelines (Title 14 Cal. Code Reg. §15000 et seq.) § 15378 (b)(4).

CEQA review for projects funded with TDA funds will be performed before projects are implemented.

File ID: 2023-00462 5/16/2023 Consent Item 1.

Sustainability: This funding is used to support pedestrian and bicycle projects. Additional active transportation facilities support non-automobile trips, reducing air pollution and greenhouse gas emissions.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: To receive the City’s allocation of TDA funds, SACOG requires a claim package to be submitted including a Resolution approved by the City Council authorizing the filing of a claim. To claim all available funds, staff recommends the budgetary adjustments included in this report.

Financial Considerations: In order to fully spend the $254,823 in TDA revenues over what was originally budgeted, these funds will replace Measure A funds currently in the projects. This will result in no net change in either project budget. The released Measure A budget will be reallocated to the Active Transportation Program (T15180400) to support pedestrian and bicycle improvements. The following table shows the proposed budgetary changes:

TDA (Fund 2013) Measure A (Fund 2039)
Del Rio Trail Project (K15165100) $181,587 ($181,587)
Two Rivers Trail Phase II Project (K15125000) $73,236 ($73,236) Active Transportation Program (T15180400) $254,823
Sufficient funding is available to complete the transfer of $181,587 (New Measure A, Safety, Pedestrian, and Bicycle Fund-Fund 2039) from the expenditure budget in the Del Rio Trail Project (K15165100) and $73,236 (New Measure A, Safety, Pedestrian, and Bicycle Fund-Fund 2039) from the expenditure budget in the Two Rivers Trail Phase II Project (K15125000) to the Active Transportation Program (T15180400).

Local Business Enterprise (LBE): Not applicable.
