Description/Analysis
Issue Detail: The pilot plant is a modular, skid-mounted design and will be used at both the Sacramento River Water Treatment Plant (SRWTP) and the E. A. Fairbairn Water Treatment Plant (FWTP) as needed. The configuration of the pilot plant includes a fully automatic operating system with extensive instrumentation and Supervisory Control and Data Acquisition (SCADA) capabilities.
The pilot plant will also serve as a training resource for Plant Operators, a research tool for the Water Quality Laboratory and R&D section, and will expand the City’s knowledge of the operation, engineering, and design of drinking water treatment plants.
On November 30, 2022, during unloading and placement, one of the pilot plant modules (the

flocculation basin) slipped out of the lifting sling, flipped upside down, and dropped a few feet to the deck of the FWTP process basin. The other two modules had previously been placed without incident. Unfortunately, the flocculation module suffered substantial damage as confirmed by the WQTS engineer on site at the time and as detailed in their repair quote.
Policy Considerations: This supplemental agreement exceeds the City Manager’s approval authority and requires Council approval.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The Community Development Department, Environmental Services Manager has determined that the proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378 (b). The activity is a continuing administrative or maintenance activity, such as the purchase of supplies, and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).
Sustainability: In alignment with the DOU Strategic Goal of Reliability, a pilot plant will enable the City to conduct offline testing of proposed process modifications before they are implemented full- scale at the treatment plants.
Commission/Committee Action: Not Applicable.
Rationale for Recommendation: The drinking water treatment pilot plant was purchased to assist City Staff in optimizing the water treatment process and also to provide a tool for long term evaluation of modifications to coagulation and flocculation, such as the use of new coagulants, or changes to related mechanical and physical processes. Unfortunately, during delivery and unloading, one of the pilot plant modules (the flocculation basin) slipped out of the lifting sling, flipped upside down, and dropped a few feet to the deck of the FWTP process basin. The other two modules had previously been placed without incident. The flocculation module suffered substantial damage as confirmed by the WQTS engineer on site at the time and as detailed in their repair quote.
City Code Section 3.56.230 allows the City Council to suspend competitive bidding when the City Council determines that it is in the best interest of the City to do so. On August 18, 2020 City Council suspended competitive bidding in the best interests of the City for the purchase of a drinking water treatment pilot plant which mimics the current configuration of the City’s water treatment plants.
Supplemental Agreement No. 4 allows WQTS to repair the damaged pilot plant flocculation basin and return it to new and working condition. Once repaired, the pilot plant will be used in optimizing the City’s water treatment plant operations, operated as a training resource for Plant Operators, and

serve as a research tool for DOU’s Water Quality Laboratory and R&D section.
Financial Considerations: Supplemental Agreement No 4. will increase the contract amount by $50,000, for a revised total not-to-exceed amount of $553,800.
Sufficient funding is available in Project Number Z14001500 (Drinking Water Quality Program, Fund 6005) to fund the Supplemental Agreement in the amount of $50,000. Funding for future fiscal years shall be subject to funding availability in the budget adopted for the applicable fiscal year.
There are no general funds allocated or planned for this project.
Local Business Enterprise (LBE): WQTS is not an LBE. The minimum LBE participation requirement is waived as the City is suspending competitive bidding and utilizing an alternate procurement method to select a vendor.

WQTS.com December 28, 2022 Mr. Mark Severeid Water Quality Superintendent City of Sacramento 7501 College Town Drive Sacramento, California 95826 Subject: Cost to Repair and Re-Send Damaged Flocculation Unit Dear Mr. Severeid: As you know, the pilot-scale flocculation unit was damaged when it was being hoisted from ground level to the 2nd level deck at the Fairbairn Water Treatment Plant. This letter includes the cost of replacing the damaged unit. While some components were damaged and need replacement, some could be salvaged. The Table below identifies the items that WQTS assumes to be salvageable and those known to need replacement: Components assumed to be salvageable Components Known to need Replacement 1. Pilot PVC Base Plate2. Pilot chemical feed tank PVC divisionframing and containment trays3. The four 11-gallon chemical feed tanks4. The four chemical feed pumps5. SCOPE OF WORK The following is a brief summary of the anticipated activities to be conducted: Return of Unit to WQTS WQTS will coordinate with a shipping company to pick up the unit from the Fairbairn WTP and transport it to WQTS in Los Angeles. WQTS assumes that City staff will pack the damaged unit and all its components and load it onto the transport truck. No cost was allocated for WQTS staff to travel to Sacramento for this task. Once received, the unit will be dismantled, and the salvageable components will be set aside. Rebuild Once the frame and basin are received from the fabricator, WQTS will re-assemble all the salvageable components and the replaced components into the unit and complete all the replumbing and rewiring of the system. Testing Once the unit is completed, it will undergo hydraulic and electronic systems testing. Return Transport The unit will then be packed and shipped to the Fairbairn WTP. To save cost, we did not include a budget for WQTS staff to meet the unit in Sacramento. Instead, WQTS assumes that City staff will offload the unit and re-position the repaired unit on the second floor of the chemical building. Installation WQTS is already contracted to provide onsite startup and training of the pilot plant operation. To control costs, WQTS assumes that the installation of the floc unit will be completed during the same trip to conduct the startup and operation training. Therefore, no additional cost was allocated for installation. COST WQTS received new quotes for the replacement items from their various suppliers and estimated the labor cost required to re-assemble the unit. Based on the assumptions identified herein regarding salvageable items, WQTS projects the total cost for the above tasks to be $69,200, which is broken down in Table 1 below by task. As you know, WQTS and the City executed Supplemental Contract PRC001091-03 which added $25,000 to the project budget. Therefore, the remaining funds requested to complete this project is calculated at $44,200. Please note that this value is contingent on the salvageable items discussed above functioning properly after they are re-installed on this unit.
