Issue Detail: Staff recommends Council approve Change Order No. 1 with Subterra Construction, Inc. for the City Agreement No. C2022-0968, to perform additional work to remove and replace the combined sewer main and water main on 39th Street between Broadway and Boyle Court, as well as the combined sewer main on Boyle Court, and the separated sewer main on Myrtle Vista Avenue between Valley Brook Avenue and Branwood Way per Field Order No. 1 dated September 27, 2022.
This scope of work in this Change Order is consistent with the original scope of work in that it includes, but is not limited to, removal and replacement of sewer main by method of open trench, removal and installation of new sewer manholes, the rehabilitation of existing manholes,

removal and installation of new sewer manholes, the rehabilitation of existing manholes, reconnection of sewer services, backfill, asphalt paving, and all other work necessary to complete the work. The following provides more detail for each location:
The 8-inch combined sewer main on 39th Street was originally intended to be included in the original bid but was eliminated prior to project bidding due to budgetary concerns. This main was nearly 100 years old, undersized, and adjacent to a 120-year-old, 6-inch cast iron water main. Due to the proximity of the sewer main to the water main, City wastewater staff coordinated with City water staff and developed a plan to remove and replace both the sewer and water mains that met both city standards and state health codes and regulations.
The 8-inch sewer main on Myrtle Vista Avenue was not initially identified during design but was found to be the highest rated work order in the Department’s maintenance system suffering from pipe sags and voids in the pipe. Typically, city mains aim to be on a 60-month maintenance cycle, however due to the issues impacting this pipe, such as a sag and a large void, operations and maintenance crews were on a 1-2-month maintenance cycle to flush and clean the main.
In addition to the proposed change order, the project is estimated to need $150,620 transferred into the project from the Water Fund to provide for the work related to the water main replacement on 39th Street.
Policy Considerations: This change order exceeds the City Manager’s approval authority and requires Council approval.
Economic Impacts: This change order is expected to create 2.25 total jobs (1.30 direct jobs and
0.96 jobs through indirect and induced activities) and create $347,728.77 in total economic output ($219,176.10 of direct output and another $128,552.67 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations: The subject projects were reviewed and determined to be categorically exempt from the California Environmental Quality Act (CEQA). The projects include replacing existing combined sewer mains (utility systems) involving negligible expansion of capacity (CEQA Guidelines Section 15302 (c)).

Sustainability: The proposed project is consistent with the 2035 General Plan Policy U 3.1.3 and
3.1.4 as it will rehabilitate and improve the existing sewer main to reduce stormwater infiltration and rehabilitate and improve the combined sewer system (CSS) to decrease flooding, CSS outflows and CSS overflows.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: This additional work is needed to help the City better maintain the combined and separated sewer systems. The original contract was a set, or grouping, of the highest- ranking work orders in the Department’s maintenance system that need to be repaired. This system takes into consideration the pipe’s structural integrity, likelihood of failure, and consequence of failure.
The two locations, identified in Field Order No. 1, were generated from the same list as the other high -rated and high-priority work orders that the City needed repaired and given that the added work is consistent with the existing scope, the City determined that the most cost-effective approach would be to include it in the contract.
Financial Considerations: The original contract not-to-exceed amount was $1,347,569. Proposed Change Order No. 1 in the amount of $563,183 would increase the contract not-to-exceed amount to $1,910,752. Staff is recommending a budget transfer from the Distribution Main Rehab Program (Z14130400, Water Fund 6005) to the Combined Collection System R&R (X14170100, Water Fund 6005) in the amount of $150,620 to address the water main replacement.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Subterra Construction Inc. is not an LBE but has partnered with Granite Construction Supply and GR Trucking, LLC for this project to exceed the minimum LBE participation requirement. Granite Construction Supply will provide trench backfill and street restoration material and GR Trucking will provide the Trucking services.

Change Order: CY-2022 Combined Sewer System Pipe Rehabilitation and Replacement
BACKGROUND
A. Subterra Construction, Inc. was authorized to perform construction services for the CY 2022 CSS Pipe Rehabilitation and Replace (R&R) Project by City Agreement No. 2022- 0968.
B. Change Order No. 1 is needed to compensate the Contractor for performing additional work to remove and replace the combined sewer main and water main on 39th Street between Broadway and Boyle Court, the combined sewer main on Boyle Court, and the separated sewer main on Myrtle Vista Avenue between Valley Brook Avenue and Branwood Way. The scope of work in this Change Order is consistent with the original scope of work because it includes, but is not limited to, removal and replacement of the sewer main by method of open trench; removal and installation of new sewer manholes; the rehabilitation of existing manholes; reconnection of sewer services; backfill; asphalt paving; and all other work necessary to complete the project.
C. Change Order No. 1 will be in the amount of $563,183, which will include $150,620 for the water main replacement and $412,563 for the wastewater improvements.
D. There is sufficient funding in the project budget to fund the wastewater portion of the project, however a budget augmentation of $150,620 from the Distribution Main Rehabilitation Program (Z14130400, Water Fund 6005) is required to provide sufficient funds for the water main replacement to the 2022 CSS Pipe R&R (X14170100, Water Fund 6005) project to properly accommodate for the water main replacement in this project.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. The City Manager or the City Manager’s designee is authorized to execute Change Order No. 1 with Subterra Construction, Inc, for an amount not-to- exceed $563,183.

Section 3. The City Manager or the City Manager’s designee is authorized to transfer $150,620 from the Distribution Main Rehabilitation Program (Z14130400, Water Fund 6005) to the Combined Collection System R&R (X14170100, Water Fund 6005).
