Additional Description/Analysis
Issue Detail: Since 2006, the Sacramento Police Department (SPD) Air Operations Unit has been based at McClellan Park Airport (City Agreement 2006-1088). The Air Operations Unit requires office space and hangar space for staff and aircraft. While Sacramento Executive Airport, Mather Field and Sacramento International Airport have been considered as possible locations, all three have indicated that there is no available space to house the Air Operations Unit. McClellan Park offers a facility suitable for law enforcement aviation operations.

Policy Considerations: The recommendations contained in this report are consistent with City Code

3.04.020 requiring City Council approval for agreements equal to or greater than $250,000.

Economic Impacts: None

Environmental Considerations: The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines Section 15378(b)(5). The activity is an organizational or administrative activity of governments that will not result in direct or indirect physical changes in the environment and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Staff recommends continuing the current lease agreement with McClellan Park Airport. The McClellan Park Airport is the best location at which to base the Air Operations Unit for the following reasons:

1. McClellan Park is adjacent to the city limits, resulting in a rapid response time for incidents.

2. McClellan Park encompasses a large geographical area and is surrounded by a mix of rural areas and businesses, making it an ideal location.

3. McClellan Park is north of the American River, giving the region a secondary or alternate staging location for air assets in the event of a terrorist event or natural disaster.

4. The SPD Training Academy is also housed at McClellan Park, making it a more centralized location for department personnel.

Prior to entering into the agreement with McClellan Business Park LLC, the SPD co-located the Air Operations Unit with law enforcement partners (Sacramento Sheriff, California Department of Justice and United States Customs) operating in the region at Mather Field. This option continues to be unavailable due to lease limitations, operational inefficiencies, and budget constraints.

There are alterative locations available in the area, including leasing separate space at Mather Field, Sacramento Executive Airport, or Sacramento International Airport. All three alternative locations have indicated that there is no available space to house the Air Operations Unit. Based on the location and facility constraints, the three alternatives are not viable options to house the Air Operations Unit.

Financial Considerations: The recommended lease extension with McClellan Business Park LLC will be funded from externally funded sources such as the California State Citizen’s Option for Public Safety Program - Supplemental Law Enforcement Services Account Local Business Enterprise (LBE): Not applicable.
