Additional Description/Analysis
Issue Detail: 21st Avenue's current conditions between Ethel Phillips Elementary School and the SR-99 overpass discourage walking and transit use due to ongoing garbage accumulation, dumping, graffiti, insufficient lighting, Americans with Disabilities Act (ADA) non-compliant sidewalks, and barren bus stops.

In April 2022, the City, in partnership with the Franklin Neighborhood Development Corporation st

(FDNC), received a grant for the 21st Avenue Beautification Project through the California Department of Transportation’s (Caltrans) Clean California Local Grant Program.

The 21st Avenue Beautification Project will beautify and improve the public environment. Replacing the ditches at 32nd Street with curbs, bioswales, and greenery will deter future trash and dumping and allow for more efficient street sweeping. Adding curb ramps at 32nd Street and widening the sidewalk at Ethel Phillips Elementary School will improve walkability and access. Artistic bus shelters, cultural murals, and enhanced lighting will create a more active art-filled street that encourages walking, transit use, and visitors to the area. The Public Works Department will lead the infrastructure elements of the grant, and the FDNC will lead the non-infrastructure elements.

In ongoing grant implementation, concept plans for the 21st Avenue Beautification Project were developed. The budgetary adjustments are necessary to cover activities that aren’t eligible activities to be funded by the grant for the design and construction of the project.

Policy Considerations: The actions requested herein are consistent with the City policies to support public spaces, litter abatement, and improvements to public facilities, including the following policies listed below:

M 1.3.4 - Barrier Removal for Accessibility: The City shall remove barriers, where feasible, to allow people of all abilities to move freely and efficiently throughout the city.

PHS 5.1.9 - Healthy Communities: The City shall encourage the planning of new communities and revitalization of existing urban areas to achieve improvements in overall public health by encouraging a healthier living environment that includes walkable neighborhoods, access to recreation and open space, healthy foods, medical services, and public transit.

Creative Edge Cultural Plan 5.1: The City of Sacramento’s Creative Edge cultural plan calls for celebrating and infusing all Sacramento neighborhoods and districts with arts and culture. It calls for supporting and expanding neighborhood-based programming and creative placemaking through community- and artist-initiated projects as well as artist-designed neighborhood markers.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The action involves funding mechanisms for the 21st Avenue Beautification Project. The City of Sacramento Environmental Planning Services Division has reviewed the proposed 21st Avenue Beautification Project and determined that it is exempt from the provisions of CEQA under the Categorical Exemptions set forth in CEQA Guidelines sections 15301, 15303 and 15304. The project consists of the

operation, repair, or minor alteration of public streets, sidewalks, gutters, bicycle lanes, and similar facilities involving no expansion of use. The project also involves the construction or installation of new small equipment and the minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes.

Sustainability: The recommended action supports reduction of waste and debris in public spaces and support actions to promote greening and mitigate the urban heat island effect. The project will help advance climate resiliency and support safe and active transportation.

Commission/Committee Action: None.

Rationale for Recommendation: Approval of the Concept Plans and budgetary adjustments are necessary for continued project implementation.

Financial Considerations: The estimated cost to complete design, construction activities, and construction management for the 21st Avenue Beautification Project (T15235300) is approximately $2 million. With the approval of the transfer of $229,176 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Project (T15007200), there will be sufficient funding to deliver the project.

There is sufficient funding within the State and Federal Grant Match Project (T15007200) to support the transfer to the 21st Avenue Beautification Project (T15235300) in the amount of $229,176 (Major Street Construction, Fund 2007).

Local Business Enterprise (LBE): Not applicable.

On 32nd Street at 21st Avenue by the underpass, the project will replace dirt ditches that accumulate garbage with curb, gutter, bioswales, and vegetation. To beautify the route between the neighborhoods, the project will add artistic bus shelters, waste containers, lighting, and cultural murals by local artists on buildings along 21st Avenue and hold community events that help educate the public on littering and proper waste disposal.
