Additional Description/Analysis
Issue Detail: The South Sacramento Parkway Trail West Project will construct a new Class I multiPage 1 of 4 File ID: 2023-00543 5/30/2023 Consent Item 7.
Issue Detail: The South Sacramento Parkway Trail West Project will construct a new Class I multiuse trail facility adjacent to Interstate 5 south of Pocket Road/Meadowview Road and Freeport Boulevard. The new trail will connect the Freeport Shores Bike Trail and the Del Rio Trail to the North Delta Shores Bike Trail.
The project will provide access through a significant barrier created by Interstate 5. The closest crossing of Interstate 5 for bicycles and pedestrians is at the Pocket Road/Meadowview Road interchange, approximately one-half mile north of the project site. The new trail will provide a key link in the South Sacramento Parkway, which was envisioned as a bicycle/pedestrian corridor connecting the Sacramento River Parkway Trail to the southeast corner of the City and the City of Elk Grove.
The project has received federal grant funds. Appropriation of federal construction funds as well as transfer of local funds are needed to complete the construction of the project. The project was delayed from the originally anticipated construction date due the Caltrans Interstate 5 project; Caltrans delayed issuing the encroachment permit until the highway work was completed to avoid the potential conflicts.
The plans and specifications for the Project have been completed. See Attachment 3 for Project plans and specifications. Execution of the construction contract with Martin Brothers Construction will allow work to commence for the 2023 summer construction season.
Policy Considerations: The proposed project is consistent with the City’s Bicycle Master Plan and 2035 General Plan goals and policies as follows:
· M 1.2.1 - Multimodal Choices: to develop “multimodal transportation system that improves the attractiveness of walking and bicycling”
· M 1.3 - Barrier Removal: to “improve accessibility and system connectivity by removing physical and operational barriers to safe travel,” specifically · M 1.3.2 - Eliminate Gaps: which states “the City shall eliminate ‘gaps’ in roadways, bikeways, and pedestrian networks.”
Economic Impacts: This new infrastructure is expected to create 2.6 total jobs (1.49 direct jobs and
1.11 jobs through indirect and induced actives) and create $401,301 in total economic output ($252,943 of direct output and another $148,358 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER

shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The Project is exempt from CEQA pursuant to CEQA Guidelines Sections 15303. The City filed a Notice of Exemption on May 18, 2015.
The Project is covered by CEQA Guidelines Class 3 and Section 15303 because the Project consists of the construction of a new segment of trail. There are no unusual circumstances that might lead to a significant effect on the environment.
National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these federal grant funds. Caltrans senior environmental planning staff reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c) (3).
Sustainability: The project is consistent with sustainability goals of promoting walking and cycling by developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian and cycling system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and contributes towards Sacramento’s climate change goals.
Commission/Committee Action: The South Sacramento Parkway Trail West project was presented to the Disabilities Advisory Commission on October 5, 2022, and the Active Transportation Commission on October 20, 2022, to receive and provide feedback. No actions resulted from these presentations.
Rationale for Recommendation: The South Sacramento Parkway Trail West Project will construct a new Class I multi-use trail facility adjacent to Interstate 5 south of Pocket Road/Meadowview Road and Freeport Boulevard. The project will eliminate a significant barrier created by Interstate 5. The new trail will also provide a key link in the planned South Sacramento Parkway, which was envisioned as a bicycle/pedestrian corridor connecting the Sacramento River Parkway and the Del Rio Trail to the southeast corner of the City and the City of Elk Grove.
The Project was advertised for construction, and a total of seven bids were received on April 5, 2023.

Construction is anticipated to begin June 2023 and be completed August 2023.
Financial Considerations: The estimated total cost to complete design, right-of-way, and construction activities for the South Sacramento Parkway Trail West Project (K15155000) is approximately $1.3 million. With the approval of $558,614 (Federal Capital Grants, Fund 3703) and the transfer of $300,000 (New Measure A Safety, Streetscape, Pedestrian, and Bicycle, Fund 2039) from the State and Federal Grant Match Project (T15007200), there will be sufficient funding to award the construction contract to Martin Brothers Construction for an amount not to exceed $649,949 and cover the remaining construction management and all other project related costs.
There is sufficient funding within the State and Federal Grant Match Project (T15007200) available to support the transfer to the South Sacramento Parkway Trail West Project (K15155000) in the amount of $300,000.
Local Business Enterprise (LBE): The contract with Martin Brothers Construction is a federally funded contract and as a result, Disadvantaged Business Enterprise (DBE) project participation requirements apply. LBE rules are held in abeyance. The contract award will comply with all federal DBE participation requirements. Martin Brothers Construction has pledged 27.3% DBE project participation, meeting the 9.0% DBE goal set for this contract.
