Environmental Considerations:

California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the purchase of vehicle services and are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Sustainability: Not Applicable.

Commission/Committee Action: None.

Rationale for Recommendation: On April 17, 2023, the Department of Public Works, Fleet Management Division, in accordance with City Code Chapter 3.56, issued Invitation for Bid No.

B23153311009 for mobile fleet washing services. The lowest responsive and responsible bidder was determined to be Fleetwash, Inc. Fleetwash provides high quality mobile vehicle washing services for the City’s cars, light duty trucks, trucks 1 ton and over, large equipment and refuse trucks. Fleetwash cleans and removes debris and dirt from the exterior of the vehicles that could potentially fall from the vehicle and become a public health and safety hazard along with cleaning the interior or engine compartments if requested. Fleetwash provides all the water and biodegradable soaps / cleaners needed to wash the vehicles and uses a water recovery process that isolates, collects, transports and eliminates the contaminated water from entering the City’s storm drains.

Financial Considerations The recommended contract amount of $625,000 reflects the amount anticipated to be expended over the potential contract period maximum for five years.

Sufficient funding exists in the Department of Public Works, Fleet Management Division, Fiscal Year (FY) 2022/23 operating budget (Fleet Fund, Fund 6501) to purchase mobile fleet washing services through June 30, 2023. Purchases made after June 30, 2023, are subject to funding availability in the adopted budget of the applicable fiscal year.

Local Business Enterprise (LBE): Fleetwash, Inc. is not an LBE. The minimum LBE participation requirement was waived for Bid No. B23153311009 by the Director of Public Works. Staff conducted an extensive search within the local area and found only two vendors that would meet the specifications for the bid.
