Issue Detail: On March 28, 2023, the Department of Youth, Parks, & Community Enrichment (YPCE) Park Maintenance Division issued an Invitation for Bid for the installation of Loose-Fill Surface Material in Parks (IFB No. B23191311004). Three companies bid on the solicitation, however, staff determined that an inconsistency in the City’s IFB related to permissible annual cost increases resulted in confusion amongst potential bidders. YPCE staff will revise the bid documents and reissue an invitation for bids at a future date.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56 regarding the rejection of bids for non-professional service contracts of $250,000 or more.
Economic Impacts: None.
Environmental Considerations: No environmental review is necessary because the recommendations in this report involves an administrative action that is not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Rationale for Recommendation: Rejection of bids will allow this contract to be rebid with revised bid language that will allow the City to be more precise about the specifications and pricing schedule for playground materials needed in parks.
