File ID: 2023-00689 6/13/2023 Consent Item 7.
Environmental Considerations:
California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the purchase of driving training is not considered to be a project in accordance with Section 15378(b)(2) of the guidelines.
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: On February 2, 2022, the Department of Public Works, Fleet Management and Maintenance Services Divisions, in accordance with City Code Chapter 3.56, issued a Request for Bid (RFB) for Class A (with tanker endorsement) and Class B Unrestricted Driver Training. One response received from California Truck School, Inc. DBA Western Truck School was deemed the lowest responsive and responsible bidder.
Due to a higher rate of utilization than originally anticipated, the current contract authority will be exhausted prior to the end of the contract term and approval of Contract Supplement No. 2 is needed to avoid any disruption in service.
Financial Considerations: Sufficient funds are available in the Department of Public Works, Fleet Management Division Fiscal Year (FY) 2022/23 operating budget (Fleet Fund, Fund 6501) and Maintenance Services Division Fiscal Year (FY) 2022/23 operating budget (Gas Tax Fund, Fund 2002) to purchase driver training through June 30, 2023. Purchases made after June 30, 2023, are subject to funding availability in the adopted budget of the applicable fiscal year.
Local Business Enterprise (LBE): California Truck School, Inc. DBA Western Truck School is not an LBE. The minimum LBE participation requirement was waived for Bid No. B22153311005 by the Director of Public Works. Staff conducted an extensive search within the local area and found only two vendors that would meet the specifications for the bid.
