Issue Detail: The State of California, Department of Justice (“DOJ”) is located at 1300 I Street, just a couple blocks from Memorial Garage. Since 2002, the DOJ has contracted with the City for up to 250 monthly parking permits at Memorial Garage. The most recent contract expires June 30, 2023, and the DOJ would like to execute a new agreement for the purchase of up to 250 monthly parking permits for use at Memorial Garage to ensure its employees continue to have parking near their office.
Policy Considerations: This recommendation is consistent with 1) City Code Chapter 3.04.020 regarding agreements involving income or expenditure of $250,000 or more; and 2) Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. Environmental Considerations: California Environmental Quality Act (CEQA): This project is exempt from the California Environmental Quality Act under Section 15301, “Operation of existing public structures or facilities involving no expansion of use.” Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: By approving the new agreement, the City will continue to provide parking for DOJ employees at Memorial Garage. Because it will be a renewal of an existing agreement, the new agreement will not adversely impact parking operations at Memorial Garage.
The term of the new agreement will be three years.
Financial Considerations: Permits issued under the recommended agreement will be billed at $180 per month for FY 2023/24, and subject to a 10 percent annual increase in fiscal years 2024/25 and 2025/26. Based on the average number of permits used from July 1, 2023, through December 31, 2023, the DOJ will have a one-time opportunity to reduce the number of permits it purchases for the remainder of the agreement. The maximum revenue collected by the City during the three-year term will be $1,787,400.
