Additional Description/Analysis
Issue Detail: In 2019, the City entered into a two-year agreement with Midtown Sacramento PBID Corporation (“Midtown Association”) to provide parking analysis and outreach services for the community. Under the agreement, Midtown Association partnered with the City to develop parking and mobility strategies to improve transportation throughout Midtown. The parties created two communication campaigns, made parking infrastructure and policy recommendations, identified pilot employee parking areas, and provided initial research on curbside management strategies.

In 2021, the parties extended the agreement an additional two years to continue to develop and refine mobility strategies that would help people locate parking, understand various parking regulations and what payment options are available.

To proactively address the evolution of parking that is placing increased demands on curbside use and impacting its current business model, the Parking Services Division recently entered into a demonstration partnership agreement with Walker Consultants to develop, test, and evaluate a curbside management product, pilot study areas, collect data, and develop a near and long-term framework for managing curb space.

The Parking Services Division and Midtown Association would like to extend their current agreement an additional two years to leverage Midtown Association’s knowledge and services in support of the overall curbside management study. Midtown Association will provide stakeholder engagement and outreach, help identify pilot study areas, and provide framework, policy and implementation recommendations.

Policy Considerations: This recommendation is consistent with 1) City Code Chapter 3.04.020 regarding agreements involving income or expenditure of $250,000 or more; and 2) the Central City Parking Plan goal to make parking safe, secure, attractive, and convenient.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The proposed action would extend a current agreement to provide stakeholder engagement and outreach, help identify pilot study areas, and provide framework, policy and implementation recommendations in connection with the development of downtown parking and mobility strategies including curbside management. No physical changes in the environment are proposed and no environmental impact would result.

The action involves consideration of future actions that the City has not approved, adopted, or funded. The action is a planning study that is exempt from CEQA review pursuant to CEQA Guidelines section 15262. No CEQA review is required.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: The growth of shared mobility such as dockless scooters, transportation network companies (e.g., Uber and Lyft), and carshare is changing how people transport throughout Sacramento. Changes in personal car ownership, the increase of work from home schedules, and potential for self-driving cars are impacting the demand for traditional parking facilities. Forecasts project on-street curb spaces must be designed and managed to handle increased pick-ups and drop-offs, deliveries, employee parking, scooters, bike share, carshare, dining, and other uses. Approving the proposed contract extension will allow the Parking Services Division to proactively evaluate opportunities of curbside management, build partnerships with mobility technology providers and assess the potential impacts to its current business model and long

-term financial obligations of these forecasted mobility changes.

Financial Considerations: The not-to-exceed amount of the original agreement with Midtown Association was $94,840. The first two-year extension increased the not-to-exceed amount an additional $150,000 for a total of $245,662. The proposed two-year extension will increase the not-to-exceed amount an additional $150,000 for a new total of $395,662. This funding will offset City costs related to this effort.

Local Business Enterprise (LBE): Not applicable.
