Additional Description/Analysis
Issue Detail: In order to address safety issues, the City applied for and received federal grant funding to support projects on Florin Road through the Highway Safety Improvement Program (HSIP) in two different grant funding cycles. Despite its name, the HSIP is a federal program that can be used to address safety issues on local roadways, not just highways.
The project limits for the HSIP Florin Road Safety Improvements (T15205400) and HSIP Florin Road Signal Improvements (T15185800) overlap and are located between Greenhaven Drive and Franklin Boulevard. In coordination with Caltrans, the oversight agency for the federal funds, staff identified an opportunity for streamlined delivery of both projects through the procurement under one contract.
This approach introduces cost savings in project delivery costs, more competitive construction bids, and minimizes inconvenience to the public during construction.
The HSIP Florin Road Signal Improvements (T15185800) is a traffic safety project that will convert traffic signal heads that are currently mounted on pedestals located in street median islands to roadside traffic signal mast arm poles with updated traffic signal heads. This approach has been demonstrated to better to address the kinds of vehicle crashes occurring along the Florin Road corridor. Converting pedestal mounted traffic signal heads to traffic signal mast arm poles will result in consistently placed signal heads located where drivers are used to seeing them and improve traffic signal visibility. Also, the intersections at Freeport Boulevard and 24th Street have poorly located advanced signal detection which is not adequate for the speed of traffic on Florin Road. Relocating the advanced signal detection based on the speed of traffic will improve the traffic signal operations.
Other safety related improvements within the project limits include upgrading eight-inch vehicle heads to twelve-inch heads for improved visibility and upgrading pedestrian signal heads to countdown pedestrian heads.
Where the existing frontage roads front Florin Road at the intersections of Amherst Street, 21st Street, and Tamoshanter Way, additional pedestrian improvements are proposed. Medians between the frontage roads and Florin Road will be reconstructed with proper pedestrian passageways and Americans with Disabilities Act (ADA) accessible bus stops. Florin Road crossings will be controlled by a pedestrian signal, and medians will be reconstructed as needed so that the crossing is unobstructed.

The HSIP Florin Road Safety Improvements (T15205400) is also installing two pedestrian signals to provide safer crossing for pedestrians on Florin Road. It will also construct raised medians to close gaps in existing raised medians, which would add consistency to the roadway and control access into and out of the driveways along the segment. A raised median would also provide a pedestrian refuge island. Additionally, this project would install pedestrian fencing in raised medians to prevent pedestrian crossing at uncontrolled locations and encourage safer crossings.
The Project plans and specifications for the Project have been completed. See Attachment 3 for Project Plans.
Policy Considerations: The project is consistent with the City General Plan goals and key policies of managing the travel system to ensure safe operating conditions, and to effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This item was published for 10-day review on June 2, 2023, in compliance with the City Code.
Economic Impacts: This new infrastructure is expected to create 25.47 total jobs (14.65 direct jobs and 10.83 jobs through indirect and induced actives) and create $3,931,846 in total economic output ($2,478,273 of direct output and another $1,453,573 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services has reviewed the proposed projects and determined that they are exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in Sections 15301(c) and 15303(d)(e) respectively.
National Environmental Policy Act (NEPA): Caltrans is the lead agency for NEPA on this

National Environmental Policy Act (NEPA): Caltrans is the lead agency for NEPA on this project. Caltrans approved a Categorical Exclusion in compliance with NEPA for HSIP Florin Road Signal Improvements on August 16, 2021, and HSIP Florin Road Safety Improvements on November 15, 2021.
Sustainability: This Project is consistent with the City’sGeneral Plan Climate Action Plan policies and programs to support active transportation connections.
Commission/Committee Action: The HSIP Florin Road projects were presented to the Active Transportation Commission (ATC) on April 20, 2023. The Projects were presented to the Disabilities Advisory Commission (DAC) on January 4, 2023.
The ATC expressed some concerns over aesthetics of proposed pedestrian railings. Staff explained that constraints with both project funding and ongoing maintenance restrict the options available for use.
Rationale for Recommendation: The HSIP Florin Road Signal Improvements (T15185800) and HSIP Florin Road Safety Improvements (T15205400) will improve traffic safety and operations and improve conditions for pedestrian safety.
The City received Caltrans authorization for the appropriation of $6,656,440 in construction funding on September 19, 2022, which allowed it to move ahead with advertising the project for construction bids.
The HSIP Florin Road Signal Improvements and HSIP Florin Road Safety Improvements projects were advertised for construction, and one (1) bid was received on April 13, 2023. The result of the bid is summarized below:

The bidder met all required bid conditions. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, Pacific Excavation.

Financial Considerations: The estimated total cost to complete design, right-of-way, and construction activities for the HSIP Florin Road Signal Improvements (T15185800) is approximately $6.7 million and the HSIP Florin Road Safety Improvements Project (T15205400) is approximately

$6.7 million and the HSIP Florin Road Safety Improvements Project (T15205400) is approximately $1.8 million. With the approval of $5,602,899 (Federal Capital Grants, Fund 3703) to HSIP Florin Road Signal Improvements (T15185800), the approval of $1,053,540 (Federal Capital Grants, Fund 3703) to HSIP Florin Road Safety Improvements Project (T15205400), the transfer of $545,346 (Major Street Construction, Fund 2007) from the expenditure budget of the State and Federal Grant Match Project (T15007200) to the expenditure budget of the HSIP Florin Road Signal Improvements (T15185800), and the transfer of $351,460 (Major Street Construction, Fund 2007) from the expenditure budget of the State and Federal Grant Match Project (T15007200) to the expenditure budget of the HSIP Florin Road Safety Improvements Project (T15205400), there will be sufficient funding to award the construction contract to Pacific Excavation for an amount not to exceed $6,368,032 and cover the remaining construction management and all other project related costs.
There is sufficient funding within the Federal Grant Match Project (T15007200) to support the transfers to the HSIP Florin Road Signal Improvements (T15185800) and the HSIP Florin Road Safety Improvements (T15205400) in the total amount of $896,806 including $545,346 for the HSIP Florin Road Signal Improvements (T15185800) and $351,460 for the HSIP Florin Road Safety Improvements Project (T15205400).
There are no additional General Funds planned or allocated for this project.
Local Business Enterprise (LBE): The contract with Pacific Excavation is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’sLBE policy is held in abeyance. The DBE goal for the project is 22%. Pacific Excavation exceeded the DBE by pledging 22.2%.

In coordination with Caltrans Local Assistance, the oversight agency for the federal funds, staff identified an opportunity for streamlined delivery of both projects through the procurement under one contract. This approach introduces a cost savings in project delivery costs; more competitive construction bids; and minimized inconvenience to the public during construction.
D. The Project plans and specifications for the Project have been completed.
E. The two projects were previously authorized $578,740 in federal funding for preliminary engineering. The City received Caltrans authorization for the appropriation of $6,656,440 in construction funding on September 19, 2022.
F. The HSIP Florin Road Signal Improvements (T15185800) and HSIP Florin Road Safety Improvements (T15205400) were advertised for construction, and a single bid was received on April 13, 2023. The result of the bid is summarized below:
