Description/Analysis
Issue Detail: On August 9, 2022, the City Council approved Resolution No. 2022-0259 allowing City of Sacramento to apply for funding through the Sacramento Area Council of Governments’ (SACOG) Green Means Go (GMG) Funding Program. The Department of Utilities submitted five projects for

this funding, the Basin 111 Project, the Basins 151, 153, 158 Storm Drainage Master Plans, the Lavender Heights Water Infrastructure Expansion Project, the Del Paso Blvd Area Sewer Improvement Project and the River District-Sump 111 Improvements Project. All five projects have been recommended for funding by SACOG.
To receive and utilize the City’s share of the grant funding, the City needs to execute the project agreements with SACOG and take related actions.
Policy Considerations: Council Resolution 2022-0198 requires City Council approval to apply for operating grants of more than $250,000.
Economic Impacts: None.
Environmental Considerations: The activity to execute agreements associated with a funding program is not a project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b). The fiscal management of the DOU’s CIP is an ongoing administrative fiscal activity and is not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3). Appropriate environmental review consistent with the requirements of CEQA will be completed prior to specific projects final action.
Sustainability: The intent of the GMG program is to reduce greenhouse gases (GHGs) by reducing miles traveled, contributing to the regional GHG reduction target.
Commission/Committee Action: Not Applicable.
Rationale for Recommendation: This grant funding will positively impact the City’s ability to encourage infill by providing funding for key infrastructure improvements that are currently delaying or preventing residential development.
Financial Considerations: The project agreements with SACOG awards the City of Sacramento, DOU a not-to-exceed amount of $12,849,000 in grant funding with no match requirement.
Acceptance of the agreements necessitates creating the FY24 DOU Grant Program (G14240100) and establishing the reimbursable revenue and expense budget for the FY2023/24 DOU Operating Grant Program (G14240100) for the Drainage operating projects (fund 6211) in the amount of $850,000 and for the Water operating projects (fund 6205) in the amount of $1,083,000, and in the DOU Capital Program in the Separated Pipe R&R Program (X14160500, fund 6206) in the amount of $3,916,000 and the Drainage Sump R&R Program (W14130600, fund 6211) for the River District- Sump 111 Improvements Project in the amount of $7,000,000.
There are no General Funds planned or allocated for this effort.
