Description/Analysis
Issue Detail: The proposed changes will ensure that the City Manager is able to provide resources for projects/programs as directed by the Mayor and Council during the May 9, 2023, and May 16, 2023, budget hearings and to address future budget deficits. This report also establishes four MYOPs to manage current and future programming as requested.
Budgetary Authority Adjustments: The City’s Manager requires additional authority to provide funding for projects/programs and staff in FY2023/24 as specified below and to address future budget deficits. Resources to fund this will be identified on an ongoing basis.

· $1 million for the Office of Violence Prevention MYOP (I11003200) · $250,000 for the Language Access Program MYOP (I02000410) · $431,529 for the Park Safety MYOP (I19160000)
The staffing for the Language Access Program and Park Safety is included in the FY2023/24 Operating Budget and 2023-2028 Capital Improvement Plan staff report (File No. 2023-00321).
The Youth, Parks, and Community Enrichment Department (YPCE) has identified a substantial backlog of deferred maintenance and the reappropriation of unspent funds will help ensure that existing projects can be completed. The Youth Sports Field Permit Program MYOP (I19143000) receives $200,000 annually. Staff is recommending that unspent appropriations in the Youth Sports Field Permit Program MYOP on June 30, 2023, be transferred to the Measure U Park Improvements MYOP (L19706000) specifically for projects to address deferred maintenance of the City’s sports fields.
MYOP Creation: In order to appropriate funding in FY2023/24 and as funding for programs/projects becomes available, staff is requesting authority to establish the following MYOPs: Language Access Program (I02000410); Park Safety (I19160000); Granite Regional Park Development (I19709000) and Advance Clean Fleet Implementation (I15240200).
Policy Considerations: This report is consistent with Council’s direction to keep the Council informed on the fiscal condition of the City.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): This report concerns administrative activities and government fiscal activities that do not constitute a “project” as defined by the CEQA Guidelines section 15378 and California Public Resources Code section 21080 and are not subject to the provisions of CEQA (CEQA Guidelines section 15060(c)(3)). CEQA review for any project, which utilizes funds allocated in this report, has been or will be performed in conjunction with planning, design, and approval of each specific project as appropriate.
Sustainability: Not applicable.
Commission/Committee Action: On May 30, 2023, the Budget and Audit Committee received an overview of the resolution and forwarded it to the full Council for consideration.
Rationale for Recommendation: The actions recommended in this report provide the authority

necessary to incorporate the Mayor and Council’s direction during budget hearings on May 9, 2023, and May 16, 2023, into the implementation of the City’s financial plan for the remainder of the current fiscal year and future fiscal years. It would also address future budget deficits as the addition of various projects/programs and other costs would cause FY2023/24 budget to become unbalanced.
Financial Considerations: This report is a companion to the Adoption of the FY2023/24 Operating Budget and 2023-2028 Capital Improvement Plan staff report (File No. 2023-00322). The proposed budgetary adjustments and authority requests will not only revise the FY2022/23 Approved Budget but are necessary to ensure that FY2023/24 Proposed Budget remains balanced.
Local Business Enterprise (LBE): No goods or services are being purchased under this report.
