on the amount of private development activity. Rather than budget for City staff positions for peak load, requiring staff reductions or requiring the city to cover salaries when services are not needed, the City has long relied on consultant services to meet peak demands, while maintaining year-round City staff to handle standard work levels.
Professional Services Agreements for on-call construction inspection services are used to provide for the timely construction inspection of capital improvement projects, encroachment permits, and private development projects during periods of peak workload. Consultants can provide the needed services within short notice through an on-call agreement. Every few years the City develops a new set of on- call agreements and uses these services as needed to provide construction inspection services based on demand. After evaluation of these companies, City staff recommends the award of Professional Services Agreements for On-Call Construction Inspection Services to seven local companies. Having a variety of companies provides flexibility to rotate service needs and ensure that services are available when needed.
Policy Considerations: The action supports sustainable budget goals to address peak workload needs without adding permanent City employees and is consistent with Chapter 3.64 of the Sacramento City Code and existing policy regarding professional services agreements for capital improvement projects.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on June 8, 2023, in compliance with the City Code.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The approval of professional service agreements is not considered a project as defined by Section 15378 of the California Environmental Quality Act guidelines. The recommended action involves no physical construction and has no potential to cause a significant impact to the environment. Any projects subject to these services are required to have gone through appropriate environmental review before construction.
Sustainability: Not applicable.
Commission/Committee Action: None.

Inspection Services provide a mechanism to ensure a sustainable work force; are an efficient way to manage an extremely large number of inspections on various projects; and provide for timely inspections of all projects on an as needed basis.
The Department of Public Works advertised a request for qualifications for on-call construction inspection services for the 2023 and 2024 construction seasons. The following 14 firms responded:
HDR Construction Control Corporation, Salaber & Associates, Psomas, TRC Engineers, NV5, Mark Thomas & Company, Dewberry Engineers, 4LEAF, Albat, CSG Consultants, JLR Environmental Consultants, Matriscope Engineering Laboratories, MCK Americas, and MGE Engineering. A panel composed of Public Works staff reviewed and evaluated the proposals from each consultant team based on experience, qualifications, and the City’s Local Business Enterprise policies.
Based on the merits of the proposals received, the following seven top ranked firms were selected to provide needed services: HDR Construction Control Corporation, Salaber & Associates, Psomas, TRC Engineers, NV5, Mark Thomas & Company, and Dewberry Engineers. The other seven remaining firms may still be eligible for subsequent professional services agreements on an as needed basis.
Staff recommends that professional services agreements be executed with HDR Construction Control Corporation, Salaber & Associates, Psomas, TRC Engineers, NV5, Mark Thomas & Company, and Dewberry Engineers for a not-to-exceed amount of $2,500,000 for each agreement.
Financial Considerations: After execution of the contracts, services will be authorized on a time and materials basis by issuing a task order listing the project name, charge code, and budget. Task orders for these agreements will be created based on project needs. The aggregate number of task orders for each consultant shall not exceed $2,500,000 for the term of the contract (through December 31, 2025). The costs expended under these agreements will be paid for with development project fees, encroachment permit fees, or capital improvement project funds.
Local Business Enterprise (LBE): All seven companies -- HDR Construction Control Corporation, Salaber and Associates, Psomas, TRC Engineers, NV5, Mark Thomas & Company, and Dewberry Engineers -- are certified as Local Business Enterprises.
